Bu makalede, Osmanlı maliyesinin en önemli gelir kaynaklarından birisi olan maden işletmelerin örgütlenme ve yönetim biçiminin mikro düzeyde bir örnekle irdelenmesi amaçlanmaktadır. Osmanlı iktisat tarihi üzerine yapılan çalışmalarda, klasik dönemde madenler üzerine yapılan araştırmalar oldukça azdır. Bu nedenle araştırmamız, Osmanlı malî ve idarî tarihine katkı sağlaması açısından oldukça önemlidir. Fatih döneminde Anadolu ve Balkanlarda önemli bir güç haline gelen Osmanlı devletinin, bu bölgelerde bulunan maden ocaklarını neredeyse tamamıyla ele geçirerek hem malî hem de askerî açıdan kendi kendine yeterlilik politikasına da yön verebildiği ve maden ocaklarının işleyişini kontrol altından tutup, üretimin aksamaması için klasik dönemin başlarından itibaren sürekli maden kanunnameleri yayınlayarak, madenlerin hukukî statüsünü sağlamlaştırmaya çalıştığı görülmektedir. Balkanların fethinden sonra Osmanlı devleti maden ocaklarına büyük önem vermiş, atıl olan madenlerde gerekli düzenlemeleri yaparak işletmeye başlamıştır. Bilindiği gibi Balkanlar, gümüş, demir ve bakır maden yatakları bakımından zengin bir bölgeydi. Çalışmamıza konu olan maden işletmesinin bulunduğu Bosna’da altın ve gümüş madenlerinin yanında oldukça verimli demir madenleri de bulunmaktaydı. İşte bunlardan birisi de 16. yüzyılın sonlarına doğru işletmeye açılan Kamengrad demir madenidir. Osmanlı askerî sanayisinin ihtiyaç duyduğu önemli hammaddelerden birisini sağlayan Kamengrad demir madeni askerî amaçlarla kullanıldığından devlet yardımı ve denetimi altında işletilmiştir. Madenin ve aynı zamanda maden reâyâsının korunmasında da son derece hassas davranan devlet, bu maden ocağında üretimin aksamadan devam etmesi için gerekli bütün önlemleri almış ve böylece genelde ordunun özelde ise etraftaki kalelerin top mermisi mühimmatını sağlamaya çalışmıştır.
This article aims to illustrate the organization and management of mining enterprises, which are one of the most important sources of income of the Ottoman finance, with a micro-level example. In the studies on the history of the Ottoman economy, the research on mines in the classical period is quite small. Therefore, our research is very important in terms of contributing to the Ottoman financial and administrative history. It appears that the Ottoman state, which became an important power in Anatolia and the Balkans during the Fatih period, was able to take over the mining stores in these regions almost entirely and direct its own policy of self-qualification both in the financial and military terms and keep the operation of the mining stores under control, and from the beginning of the classical period to stop production, continuously publishing the mining laws, trying to consolidate the legal status of the mines. After the conquest of the Balkans, the Ottoman state paid great attention to the mining stores, and began to operate in the mines that were thrown by making necessary arrangements. As known, the Balkans were a rich region in terms of silver, iron and bakery mining beds. In Bosnia, where the mine was the subject of our work, along with the gold and silver mines, there were also very efficient iron mines. One of these is the Kamengrad Iron Mine, which was opened to operation by the end of the 16th century. Kamengrad iron mine, which provides one of the important raw materials that the Ottoman military industry needs, is operated under state assistance and supervision because it is used for military purposes. The state, which is extremely sensitive in the protection of the mining and also the mining land, has taken all the necessary measures to continue production in this mining land, and thus has usually tried to provide the army's special and surrounding castles with the ball ball bomb.
