20. yüzyılın sonlarından itibaren giderek ön plana çıkan bölgesel kalkınma, yerel aktörlerin işbirliği içinde yerel kaynaklardan etkin şekilde faydalanarak bölgenin kapasitesini ve rekabet gücünü artırma çabalarını ifade etmektedir. Günümüzde kooperatifler, başta yerel düzeyde olmak üzere sürdürülebilir bölgesel kalkınmanın sağlanmasında önemli aktörler haline gelmiştir. Toplumsal sorumluluk, katılımcılık, özerklik ve demokratik yönetim gibi ilkelere sahip kooperatifler, yerinden yönetim anlayışı doğrultusunda toplum odaklı, şeffaf ve demokratik nitelikli yerel yönetimler ile birlikte uyumlu bir şekilde çalışabilme potansiyeline sahiptir. İzmir Büyükşehir Belediyesi ve Tire Süt Kooperatifi işbirliği yoluyla yaratılan bölgesel kalkınma modeli, Türkiye gibi tarımsal potansiyeli yüksek bir ülkede kaynağını yerelden alan kalkınmanın sağlanması bakımından önemli bir örneği temsil etmektedir. Bu çalışmada kooperatifçiliğin sürdürülebilir bölgesel kalkınma açısından rolü irdelenmekte ve bu kapsamda Tire Süt Kooperatifi modeli değerlendirilmektedir.
The regional development, which has been increasingly on the forefront since the end of the 20th century, represents the efforts of local actors to enhance the capacity and competitiveness of the region by effectively exploiting local resources in cooperation. Today, cooperatives have become important actors in ensuring sustainable regional development, primarily at the local level. Co-operatives with principles such as social responsibility, participation, autonomy and democratic governance have the potential to work in consistency with community-oriented, transparent and democratically qualified local governments in accordance with their local governance. The regional development model created through cooperation between the İzmir Metropolitan Municipality and Tire Milk Cooperative represents an important example in terms of the development of a country with high agricultural potential such as Turkey. In this study the role of cooperativism is reflected in terms of sustainable regional development and in this context the Tire Milk Cooperative model is evaluated.

Cooperatives, which have principles such as concern for community, participation, autonomy and democratic control, have the potential to work harmoniously with community-oriented, transparent and democratic local governments in accordance with the decentralisation approach. The regional development model, which is created through cooperation of Izmir Metropolitan Municipality and Tire Dairy Cooperative, represents an important example in terms of ensuring development that takes its source from the local in a country with high agricultural potential such as Turkey. In this study, the role of cooperatives in terms of sustainable regional development is examined and the model of Tire Dairy Cooperative is evaluated within this scope.
