Bir uluslararası sistem içinde varlık gösteren devletler, güvenliği sağlamak için, dost-düşman ayrımı yaparlar. Sistemde yer alan tek aktör devletler olmadığı için, güvenliğin oluşturulması zorlaşmaktadır. Müslüman Kardeşler Örgütü, hem uluslararası sistemde, hem de Mısır iç siyasetinde, barışı savunduğu halde, adı “terör örgütü” ifadesi ile eşleştirilmeye çalışılan önemli bir aktördür. 11 Eylül 2001 terör saldırılarının ardından, İslam dininin adını, terör ile birlikte kullanmaya başlayan ABD, uluslararası literatüre “İslamofobi” kavramını hediye etmiştir. Bu noktadan sonra da ABD dış politikasında önceliği, radikal İslamcı örgütlerle mücadeleye vermiştir. Şüphesiz El-Kaide ya da IŞİD gibi örgütler, sivil yaşama kast eden terör eylemleri organize etmektedir. Ancak tüm İslami örgütleri aynı kefeye koymak adil olmamaktadır. Savunmacı İslami örgütler, bir sivil toplum örgütü gibi hareket ederek, fikirsel mücadele vermektedirler. Ancak daha ortak bir terör örgütü tanımı yapamayan devletler, İslami örgütlere nasıl yaklaşmaları gerektiği konusunda da, ortak bir davranış sergileyememektedir. Terör kavramı siyasallaşmıştır. Müslüman Kardeşler Örgütü de bu durumdan etkilenen örgütlerden birisidir. Bu çalışmanın amacı, Müslüman Kardeşler Örgütü’nün kimliğini ve siyasal duruşunu analiz ederek, uluslararası sistemdeki önemli aktörlerin onu nasıl algıladıklarını ortaya koymaktır.
The states that exist within an international system, to ensure security, make friendship and enemy distinction. Since the system is not the only actor in the state, it is difficult to establish security. The Muslim Brotherhood is an important actor, while defending peace in both the international system and the Egyptian domestic policy, trying to match the name with the expression of "terrorist organization". After the terrorist attacks of September 11, 2001, the United States began to use the name of the Islamic religion, along with terror, and gave the international literature the concept of "Islamophobia". After that, the U.S. has given its priority in its foreign policy to fight against radical Islamist organizations. Without a doubt, organizations such as Al-Qaeda or ISIS are organizing terrorist actions aimed at civil life. But it is unfair to put all Islamic organizations in the same cave. Defensive Islamic organizations act as a civil society organization, giving an ideological struggle. But the states that cannot define a more common terrorist organization cannot also demonstrate a common behavior on how they should approach Islamic organizations. The concept of terrorism is political. The Muslim Brotherhood is one of the organizations affected by this situation. The aim of this study is to analyze the identity and political position of the Muslim Brotherhood Organization, and to show how important actors in the international system perceive it.
Being a part of the international system states have to make enemy-friend distinction in order to ensure the security. Since states are not the only single actor in the system, it becomes difficult to establish the security. Although The Muslim Brotherhood Organization defends peace, it has been labeling as a “terrorist organization” both in the international system and the Egyptian domestic policy. Following the terrorist attacks happened at September 11, 2001, the US started to use the term of Islam with terrorism and presented “Islamophobia” into the international literature. Certainly, organizations such as al-Qaeda or ISIS have been organizing terrorist acts that threats civilian life. However, it is not fair to put all Islamic organizations in the same pot. Defensive Islamic organizations act as a non-governmental organization and provide an intellectual struggle. However, states which cannot use a common definition of terrorist organization also do not have a common attitude about how they should approach the Islamic organizations. The concept of terrorism is politicized. The Muslim Brotherhood Organization is one of the organizations affected by this situation. The aim of this study is to analyze the identity and political stance of the Muslim Brotherhood Organization and to point how important actors in the international system perceive it.
