COVID-19 olarak bilinen pandemi ile, Mart 2020 tarihinden itibaren tüm dünya mücadele etmektedir. Covid-19 pandemisinin sosyal, siyasal, ekonomik ve psikolojik açıdan bireylere yansımaları da kaçınılmaz olmaktadır. Pandeminin tüm boyutları ile mücadelesi hükümetler, yerel yönetimler ve sivil toplum kuruluşları işbirliğiyle sürdürülmektedir. Dünya nüfusunun dağılımına bakıldığında çoğunluğun kentlerde yaşadığı görülmektedir. Bu yüzden kentsel alanda vatandaşlarla iç içe olan yerel yönetimlerin de bu salgınla mücadelede önemi artmaktadır. Küresel ölçekteki bu soruna en hızlı en pratik çözümlerin yerel yönetimler tarafından gerçekleştirilmesi beklenmektedir. Yerel yönetim denildiğinde akla ilk gelen nüfusun büyük bir kısmını barındıran belediyeler olmaktadır. Bu çalışmada cevabı aranan başlıca soru Dünyada ve Türkiye’de büyükşehir belediyelerinin salgınla mücadele sürecinde hangi hizmetlerle destek verdikleri olmuştur. Çalışmanın konusu, COVID-19’un etkisinde kalan ülkelerdeki ve Türkiye’de bulunan 30 büyükşehir belediyesinin yapmış olduğu hizmetlerdir. Bu doğrultuda çalışmanın amacı, tüm dünyada etkisi hala devam eden salgınla mücadelede belediyeler tarafından sunulan hizmetlerin araştırılması ve belediyelerin öneminin tartışılmasıdır. Betimletici metodun uygulandığı çalışmada ulaşılan başlıca sonuç, merkezi idarenin yetişemediği alanlarda hızlı etki gösteren yerel yönetimlerin o boşluğu doldurduğudur. Türkiye’de belediyeler tarafından maske üretiminden, sosyal yardımlara, dijital araçlarla evde sosyal-kültürel faaliyetlere kadar yaratıcı hizmetlerin sunulduğu tespit edilmiştir.
With the pandemic known as COVID-19, the whole world is fighting from March 2020. The social, political, economic and psychological reflection of the Covid-19 pandemic is also inevitable. The fight against all dimensions of the pandemic is continued in cooperation with governments, local governments and civil society organizations. When the world’s population is spread, the majority of them live in cities. Therefore, the local governments that are intertwined with citizens in the urban area are also increasing the importance of fighting this epidemic. The fastest and most practical solutions to this global problem are expected to be implemented by local governments. When it comes to local governments, it is the first to think that the municipalities are home to a large part of the population. The main question that was sought for answer in this study was what services the major municipalities in the world and in Turkey support in the process of fighting the epidemic. The subject of the study is the services performed by 30 metropolitan municipalities in the countries affected by COVID-19 and in Turkey. The aim of the work in this direction is to investigate the services offered by the municipalities in the fight against the epidemic that still affects the world and to discuss the importance of the municipalities. The main result of the study that the imaging method applied is that the central administration has filled that emptiness by local governments that have a rapid impact in areas where it is not able to reach. In Turkey, it has been established that the municipalities provide creative services from mask production, social aid, digital tools to social and cultural activities at home.
