In addition to traditional production factors such as labour and capital, one of the input used in the production process is energy. Although the use of fossil-containing energy sources in the production process is more common, the importance of renewable energy sources for sustainable development is also increasing. As in many countries in the world, the share of renewable energy in the total energy consumption in the European Union (EU) countries is quite high. The objective of this study is to investigate the flexibility ratio of labour, capital, and output of renewable energy in 12 EU countries with a high share of renewable energy in total energy consumption using the Cobb-Douglas production function approach. In the study, the method-dynamic panel data analysis of these countries for the period 2000-2017 was carried out using GDP, labour, capital and renewable energy data. The study estimated that the Cobb-Douglas output flexibility rate in the production function was 1,147. This indicates that a 1% increase in labour, capital and renewable energy increased GDP by 0.598, 0.456 and 0.093 per cent, respectively. The findings show that the relationship between GDP and explanatory variables is statistically meaningful and that there is a positive relationship between the variables economically.
