2000’Lİ YILLAR TÜRKİYESİNDE MERKEZ- YEREL İLİŞKİLERİNİN GELİŞİMİ

Abstract:

 Türkiye’de kamu yönetimi, merkezden yönetim ve yerinden yönetim ilkesine göre yapılanmıştır. Bu iki ilke birbirini tamamlayarak kamu yönetiminin bütünlüğünü sağlamaktadır. Diğer taraftan merkezi idarenin yerel yönetimler üzerinde yerel hizmetlerin idarenin bütünlüğü ilkesine uygun şekilde yürütülmesi, kamu görevlerinde birliğin sağlanması, toplum yararının korunması ve mahalli ihtiyaçların gereği gibi karşılanması amacını gözetmek bakımından idari vesayet yetkisine sahip olduğu bilinmektedir. 2000’li yıllardan itibaren kamu yönetiminde yoğun bir değişim ve dönüşümün yaşandığı Türkiye’de,  merkezi yönetim- yerel yönetim ilişkileri reform gündeminde önemli bir yer tutmuştur. Bu süreç demokrasi ve insan hakları reformlarının etkisiyle önemli bir desantralizasyon sürecini yaşayarak, yerelin yükselişine tanık olunan bir mecrada şekillenirken son yıllarda, bazı belediyelere mülki idare amirlerinin kayyum olarak atanması gibi uygulamalarda görüldüğü üzere merkezi yönetimin yerel yönetimlerle ilişkilerinde yeniden ağırlığını arttırdığı bir döneme girilmiştir. Diğer taraftan 2018 yılında Türkiye’nin yönetim sisteminin başkanlık sistemi referanslı Cumhurbaşkanlığı Hükümet Sistemi olarak değişmesi merkezi yönetim- yerel yönetim ilişkilerinde de değişimi kaçınılmaz kılacaktır.  Çalışmanın önemi, bu değişim sürecinin mülki idare sisteminin yereldeki en önemli temsilcisi olan vali ile yerel yönetimlerin en önemli aktörü olan belediye başkanının pozisyonlarına ve birbirleriyle ilişkilerine nasıl yansıdığını ortaya koymak ve gelinen noktayı değerlendirmek olacaktır. Deskriptif ve yorumlayıcı bir yöntemin izlendiği çalışmada sürecin mülki idarenin güç kazanacağı bir tarzda gelişeceğini gösteren bulgulara ulaşılmaktadır.

In Turkey, the public administration is made according to the principle of the administration from the center and from the place. These two principles complement each other, ensuring the integrity of the public administration. On the other hand, it is known that the central administration has the administrative authority on local governments; to monitor the purpose of the implementation of local services in accordance with the principle of integrity of the administration, ensuring unity in public tasks, protecting the social benefit and fulfilling the needs of the local. Since the 2000s, in Turkey, where a strong change and transformation in public administration has occurred, the central administration-local governance relations have held an important place in the reform agenda. This process has experienced a significant decentralization process by the influence of democracy and human rights reforms, and has been formed in a mecrada witnessing the local rise in recent years, and has entered a period in which the central administration has rebounded its weight in its relations with local governments, as seen in practices such as the appointment of property administrative officers as a cage. On the other hand, in 2018, the change of the administration system of Turkey to the presidential system referred to as the presidential government system will make the change inevitable in the central administration-local governance relations as well. The importance of the study will be to show how this process of change reflects the positions and relations of the mayor, who is the local representative of the property management system, and the local governments, who are the important actors. In the study that follows a descriptive and interpretative method, the findings are achieved that the process will develop in a way that the property management will gain power.

Public administration consists of a complementary dual structure, including centralized administration and decentralized management. However, it is known that central government has always been dominant between these two structures and determines the form of relations. Since the 2000s, a very different period has been opened in our management structure and important reforms have been made in the public administration with various reforms in this period. In the realization of these reforms; In addition to external factors such as globalization and the European Union membership process, internal factors such as democratization and the suitability of social conjuncture within the country have had a significant impact. An important consequence of these reforms is that local governments significantly increase their weight in the center-local relations. This decade ended with the unsuccessful “resolution proces”s and the increasing threat of terrorism after the “July 15 coup attempt” jeopardized national security. In addition to these developments, the Presidential Government System, which has been in operation for almost a year, is expected to lead to significant changes in local government policies. In this study, the relations between central government and local government in the 2000s were discussed, firstly the dynamics that led to the rise of the local, then the centralization processes were explained and the changing roles of the local governors in this process were tried to be revealed. In the study, where a descriptive and interpretive method was followed, the process was evaluated through both legislative changes and concrete practices in the field / practice (appointment of a trustee, etc.). As a result, it is considered that central management will further increase the power in the coming years
