Eski Türk devletleri oluşumlarının temel unsurları bakımından kendine özgü bir yapı oluşturmaktadırlar. Bu devletlerin oluşumunda dört temel unsur bulunmaktadır. Bunlar halk, istiklal, ülke ve kanun’dur. Halk, boyların bir araya gelmesiyle oluşmuş olup, devleti oluşturan unsurlardan birisidir. Eski Türk halkı disiplin, özgür düşünce, cesaret, kahramanlık, sözünde durma, geçmişe bağlılık ve vatan sevgisiyle kendini kanıtlamıştır. Devletin kurucu unsuru olan eski Türk halkı, devletine bağlılığını her zaman göstermiş ve devletini güçlü kılmaya çalışmıştır. Devletin temel unsurlarından biri de istiklaldir. Türkler, istiklallerine büyük önem vermişler ve devleti, istiklalle aynı görmüşlerdir. Eski Türk devletinin varlığı istiklale bağlanmıştır. İstiklal anlayışı hem halkta hem de devleti yönetenlerde en üst seviyede ortaya çıkmıştır. Devletin temel unsurlarından biri olan ülke, vatan toprağıdır. Her Türk devleti belirli bir arazi üzerinde kurulmuştur. Türkler kendi hayat tarzlarına uygun coğrafyalarda devletlerini kurmuşlardır. Eski Türk devletinin temel unsurlarından biri de kanundur. Türk devletleri, kanun demek olan töre hükümlerine göre yönetilmişlerdir. Adalet, faydalılık, eşitlik ve insanlık törenin değişmeyen hükümleriydi. Bu hükümler kişi hak ve hürriyetlerini güvence altına alan düzenlemelerdi
