1969 yılında bir grup akademisyen, popülizm terimini tanımlamak amacıyla Ghita Ionescu ve Ernst Gellner’in editörlüğünde bir çalışma gerçekleştirmişti. Bu çalışmanın “Giriş” bölümünü kaleme alan Ionescu ve Gellner, bu bölümün hemen ilk cümlesinde “adına popülizm denen bir heyulanın dünya üzerinde” dolaştığını ifade etmektelerdi. Bu yönüyle, bundan yaklaşık elli sene evvel popülizm üzerine araştırma yapan akademisyenler onun toplumsal-siyasal hayat üzerinde ne denli etkili olacağını kestirmekte zorlanmaktaydılar. Ancak bugün popülizmin toplumsal-siyasal hayat üzerindeki etkinliği hakkında daha net ifadeler kullanma imkânına sahibiz. Çünkü bazı akademik-entelektüel mahfillerde temsili demokrasinin kriz halinde olduğu, yurttaşların siyasal-kamusal hayata tam anlamıyla katılımını gerçekleştiremediği yönündeki iddia ile popülizmin yükselişi arasında pozitif bir ilişki olduğu belirtilmektedir. Buna göre, temsili demokrasinin krizinden ilk elden istifade eden popülizm olmuştur. Bu çalışmanın konusunu, temsili demokrasinin anavatanı olan Batı’da popülizmin heyuladan fenomene dönüşme macerası oluşturmaktadır. Fenomenin, Batı dünyasında hem sağ hem de sol siyasetçiler tarafından istihdam edilişinin düşünsel, toplumsal ve siyasal dinamiklerle açıklamasını sunmaya çalışacağız. Popülizmin temsili demokrasi içerisinde etkin hale geldiğini düşündüğümüz için Batı’nın tüm temsili demokratik rejimlerinde, bu fenomenin potansiyel halde bulunduğu çalışmanın temel dayanak noktasını oluşturmaktadır. Bugün itibariyle popülizm, Atlantik’in her iki yakasının siyasal düşünce ve hayatı üzerinde son derece etkilidir. Çalışmanın nihai amacı, popülizm fenomeninin Batı siyasal hayatını ilerleyen yıllarda da etkileyip etkilemeyeceğini sorgulamaktır.
In 1969, a group of academics conducted a study by the editors of Ghita Ionescu and Ernst Gellner to define the term populism. Ionescu and Gellner, who wrote the "Introduction" section of this study, said in the first sentence of this section that "a enthusiasm called populism is circulating over the world." In this regard, scientists who studied populism about fifty years earlier had difficulty determining how much it would have an impact on social-political life. But today we have the opportunity to use clearer statements about the effectiveness of populism on social-political life. There is a positive relationship between the fact that representative democracy is in crisis in some academic and intellectual subjects, the claim that citizens cannot fully participate in political and public life and the rise of populism. It was the first one that took up the crisis of representative democracy. The subject of this study is the adventure of the transformation of populism from enthusiasm to phenomenon in the West, the homeland of representative democracy. We will try to provide an explanation of the phenomenon of the employment by both right and left politicians in the Western world with the mental, social and political dynamics. Since we believe that populism is becoming effective within representative democracy, it is the fundamental foundation of the study in which this phenomenon is potentially present in all representative democratic regimes of the West. From today, populism has an extremely influential impact on political thinking and life of both sides of the Atlantic. The final purpose of the study is to question whether the phenomenon of populism will affect the political life of the West in the years ahead.
