Erkler sisteminde iyi tasarlanmış denge ve denetim mekanizmalarının varlığı, etkin işleyen, demokratik ve istikrarlı bir yönetimin temel koşuludur. Erklerin katı ayrılığına dayanan başkanlık sisteminde her erk daha bağımsız, hızlı ve etkin hareket etme kabiliyetine kavuşmakta; karşılıklı denge ve denetim mekanizmaları ise sistemin daha demokratik bir yapıda sürdürülmesini güvence altına almaktadır. Yasamanın yürütme üzerindeki denetiminde en büyük destekçisi olan Sayıştaylar, tamamlayıcı denge ve denetim mekanizması olarak bu sistemde parlamento ile yakın bir ilişki içinde etkili işlevler üstlenmektedir. Etkin bir Sayıştay, kamu yönetiminin hukuk devletinin gerekleri doğrultusunda, verimli ve etkin şekilde işlemesini sağlarken, aynı zamanda adına denetim yaptığı yasamanın yürütme üzerindeki demokratik gözetimini güçlendirmektedir. Kendine özgü nitelikleri olmakla birlikte büyük ölçüde dünyadaki başkanlık sistemlerinden esinlenilerek tasarlanan Cumhurbaşkanlığı hükümet sisteminin Türkiye’de başarıya ulaşması da erkler arasındaki denge ve denetimin etkili şekilde işlemesi ile mümkün olabilecektir. Bu nedenle yeni sistemde gerek TBMM’nin denetim ve gözetim kapasitesinin artırılmasında, gerekse kamu yönetiminde ihtiyaç duyulan yeniden yapılanma sürecinin sağlıklı yönetilmesinde Sayıştaya önemli görevler düşmektedir.

The existence of well-designed check and balance mechanisms in the powers system is a main condition for an effective, democratic and stable administration. In the presidential system, which is based on the strict separation of powers, each power gains the ability to act more independently, faster and more effectively; mutual checks and balances mechanisms ensure the system is sustained in a more democratic structure. Supreme Audit Institutions SAIs , which are the pillars of support for the oversight of legislature on the executive play effective roles as a complementary balance and control mechanism in a close relationship with the parliament. An effective SAI ensures both the efficient and effective functioning of the public management in line with the requirements of the rule of law and strengthens the democratic oversight of the legislature, on whose behalf it performs audits, on the executive. The success of the presidential system in Turkey, which was mainly designed with inspirations from the presidential systems around the world, although it has unique characteristics, will be possible with the effective functioning of the checks and balances among the powers. Therefore, in the new system, the Turkish Court of Accounts has important duties both in increasing the audit and oversight capacity of the Turkish Grand National Assembly and in properly managing the restructuring process needed in public management.
