Bu araştırmanın amacı öğretmenlerin ve eğitim yöneticilerinin Türk Milli Eğitim Sistemi’nde kriz olarak değerlendirdikleri durumları ve bu krizlere yönelik çözüm önerilerini incelemektir. Betimsel olarak tasarlanan ve olgubilim yaklaşımına göre desenlenen araştırmanın çalışma grubunu 2020-2021 eğitim-öğretim yılında devlet okullarında (anaokulu, ilkokul, ortaokul ve lise) görev yapan ve amaçlı örnekleme yöntemlerinden kriter temelli örnekleme kullanılarak belirlenen 54 öğretmen ve okul yöneticisi oluşturmaktadır. Veriler araştırmacılar tarafından geliştirilen yarı yapılandırılmış görüşme formu kullanılarak elde edilmiş ve içerik analizi yöntemiyle analiz edilmiştir. Araştırmanın sonuçlarına göre öğretmenler ve yöneticiler tarafından Türk Milli Eğitim Sistemi’nde kriz olarak değerlendirilen durumlar eğitim sistemindeki değişimler, olağanüstü durumlar, öğretmen politikaları, okul ve bölge farklılıkları, göçmen öğrenciler ve yönetici atama politikaları temaları altında toplanmıştır. Katılımcılarının en fazla görüş belirttiği temalar 4+4+4 modeline geçilmesi, sınav sistemindeki değişiklikler ve Covid-19 pandemisi gibi olağanüstü durumlar olarak tespit edilmiştir. Katılımcılar kriz olarak değerlendirdikleri durumlara ilişkin iyi bir planlama yapılarak istikrarlı eğitim politikaları geliştirilmesini, kriz ortaya çıkmadan önlemler alınmasını, öğretmen istihdamına yönelik çalışmalar yapılmasını, okul öncesi eğitimin zorunlu hale getirilmesini, sosyoekonomik düzeyi düşük öğrencilere ve dezavantajlı bölgelerde eğitim alan öğrencilere teknolojik ve materyal desteği verilmesini, teknolojik alt yapının ve EBA’nın güçlendirilmesini önermişlerdir.
The aim of this research is to examine the situations that teachers and educational managers consider as a crisis in the Turkish National Education System and the solutions to these crises. The work group of the research designed and designed according to the practical approach constitutes 54 teachers and school managers who work in the public schools (private school, primary school, secondary school and secondary school) in the educational and educational year 2020-2021 and are determined using criteria-based sampling from the methods of sampleing for the purpose. The data was obtained using the semi-configured interview form developed by researchers and analyzed by the content analysis method. According to the results of the study; the situations considered as a crisis by teachers and managers in the Turkish National Education System; changes in the education system, emergencies, teaching policies, school and regional differences, immigrant students and managerial appointment policies have been gathered under topics. The topics that the participants highlighted the most were the transition to the 4+4+4 model, changes in the test system and emergency cases such as Covid-19 pandemic. The participants proposed the development of stable educational policies, the prevention of crisis, the study of teachers’ employment, the obligation of pre-school education, the technology and material support for low-economic students and students who are educated in disadvantaged areas, the strengthening of the technological substructure and the EBA.
