Bugünün teknolojisi olarak tanımlanan yapay zekâ, ülkelerin ulusal güvenlik ajandalarında yerini almaya başlamıştır. Bunun en önemli nedeni, uluslararası sistemin, ulusal güvenliği, ekonomik gelişmeden siyasi istikrara kadar geniş bir anlayışla yorumlamayı gerekli kılmasıdır. Bu gereklilik, etkileri ekonomik, siyasi ve sosyal hayatın her alanında hissedilmeye başlayan yapay zekanın milli güvenlik tartışmalarının dışında kalmasına izin vermemektedir. Dolayısıyla uluslararası sistemi etkileyecek olan ulusal güvenlik ve yapay zekâ ilişkisi, yapay zekânın ülkeler için bir güç unsuru olarak tanımlanmasına neden olmaktadır. ABD, küresel düzeyde yapay zekânın ekonomik, politik ve sosyal etkilerinin farkındadır. ABD, yapay zekâya stratejik olarak değer vermekte ve ulusal güvenliği için bir güç bileşeni olarak ele almaktadır. Nitelim, yapay zekâ teknolojileri, araştırmaları ve yatırımlarında dünya liderliğini elinde bulunduran ABD, hali hazırda yapay zekayı ulusal güvenlik anlayışının bir parçası haline getirmiştir. Ayrıca ABD, yapay zekayı uluslararası sistemdeki yerini sağlamlaştıracak bir bileşen olarak tanımlayan bir anlayışla hareket etmektedir. Çalışma ile ABD'nin yapay zekâ konusundaki stratejik yaklaşımı ve gelişimi analiz edilecektir. Böylelikle ABD'nin yapay zekayı ulusal güvenlik anlayışına nasıl yerleştirdiği ve uluslararası sistemdeki güç stratejisinin bir bileşeni olarak nasıl yapılandırdığı gösterilecektir. Çalışma sonucunda, bugüne kadar yapay zekâya ilişkin güçlü stratejik adımları atan ABD’nin gelecekte de küresel rekabet için yeni güç stratejisinde yapay zekâya ulusal güvenlik konularında daha fazla yer vereceği değerlendirilmektedir.
Artificial intelligence, defined as the technology of today, has begun to take its place in the national security agendas of the countries. The main reason for this is the fact that the international system requires a broad understanding of national security, from economic development to political stability. This requirement does not allow artificial intelligence to be out of national security discussions, which will begin to feel its effects in all areas of economic, political and social life. Therefore, the relationship between national security and artificial intelligence, which will affect the international system, causes artificial intelligence to be defined as a power element for countries. The United States is aware of the economic, political and social impacts of artificial intelligence globally. The U.S. is strategically valuing artificial intelligence and it considers it as a power component for national security. The United States, which has the world’s leader in quality, artificial intelligence technologies, research and investment, has already made artificial intelligence part of the national security understanding. In addition, the United States is acting with an understanding that defines artificial intelligence as a component that will consolidate its place in the international system. The study will analyze the U.S. strategic approach and development in the subject of artificial intelligence. Thus, it will be shown how the U.S. has placed artificial intelligence in the concept of national security and how it has structured it as a component of the power strategy in the international system. According to the study, the U.S. has taken strong strategic steps in the field of artificial intelligence so far, and it is estimated that in the future, artificial intelligence will take more place in national security issues in its new power strategy for global competition.
Artificial intelligence (AI), defined as today's technology, has begun to take its place in the national security agenda of countries. The most important reason for this is that the international system makes it necessary to interpret national security with a broad understanding from economic development to political stability. This necessity is not allowing AI, whose effects have begun to be felt in all areas of economic, political, and social life, to be left out of national security discussions. Therefore, the relationship between national security and AI, which will affect the international system, causes AI to be defined as a power component for countries. The USA is aware of the economic, political, and social impacts of AI at the global level. The US strategically values AI and treats it as a power component for its national security. As a matter of fact, the USA, which holds global leadership in artificial intelligence technologies, research, and investments, has made AI a part of its national security understanding. In addition, the USA has been acting with an understanding that defines AI as a component that will strengthen its place in the international system. With the study, the strategic approach and development of the USA on AI will be analyzed. In this way, it will be shown how the USA has placed AI in its understanding of national security and how it has been structured as a component of its power strategy in the international system. As a result of the study, it is evaluated that the USA, which has taken strong strategic steps regarding AI, will include AI more in national security issues in its new power strategy for global competition in the future.
