Bilinen en eski dönemlerden beri hapishaneler mevcut olmuştur. Ancak XVI. yüzyıl sonlarına kadar hapishaneler asıl cezanın uygulandığı yerler olmamıştır. Bu tarihten sonra başta Avrupa olmak üzere hapishaneler bedene yönelik cezaların yerini almıştır. Avrupa’da hapishane anlayışında yaşanan dönüşüm Osmanlı Devleti’ni de etkilemiştir. Gelişmeye ve yaygınlaşmaya başlayan insan hakları ve hürriyetlerine yönelik algıların yanı sıra Avrupa devletlerinin diplomatik baskıları Osmanlı Devleti’nde hapishane anlayışını etkilemiştir. XIX. Yüzyılın sonlarına gelindiğinde Osmanlı Devleti’nin vilayet, sancak ve kazalarında hapishaneler açılmasına çalışılmıştır. XX. yüzyıl başlarına gelindiğinde ise Osmanlı Devleti’nin pek çok vilayet, sancak ve kazasında hapishaneler açılmıştır. Bu dönemde Osmanlı Devleti’nde hapishane anlayışında erkek ve kadın hapishanesi ayırımı yapılmıştır. Bunun yanı sıra tutukevi ve hapishane ayırımının yapılmış olması da modern hapishane anlayışının geliştiğine işaret etmektedir. Bununla birlikte XX. yüzyıl başlarında devletin içinde bulunduğu mali sıkıntılar hapishanelerin ihtiyaçlarının karşılanmasını zorlaştırmıştır. Çalışmada bir Osmanlı kazası olan Bolu Sancağına bağlı Gerede Kazası hapishanesi örneği değerlendirilmiştir. Doküman inceleme yöntemiyle gerçekleştirilen çalışmanın temel kaynağı Gerede hapishanesi ile ilgili Cumhurbaşkanlığı Osmanlı Arşivi kayıtlarıdır. Bunun yanı sıra hapishane kavramı ve Osmanlı hapishaneleri konusunda mevcut literatürden de çalışmada yararlanılmıştır.

In the study, an example of the Gerede Accident Prison linked to a Ottoman accident was assessed. The main source of the work done with the method of document examination is the Presidential Ottoman Archive records related to the Gerede prison. In addition to this, the concept of prison and the existing literature on Ottoman prisons were also used in the study.
