Yoksulluk sadece Türkiye’nin karşı karşıya kaldığı bir sorun olmayıp dünyadaki bütün ülkelerin mücadele ettikleri başlıca sorunlardan biridir. Bu sorunla başa çıkmanın yolları arasında uygulanan politikalardan en yaygın olanı kamu sosyal transfer harcamalarıdır. Bu bağlamda çalışmada 2000-2020 yılları arasında Türkiye’de sosyal transfer harcamalarının bileşenleri ve bileşenler arasındaki dağılımı incelenerek yoksullukla ilişkilendirilmeye çalışılmıştır. Bu çalışmanın ortaya konulmasında Dünya Bankası, TÜİK, OECD ve Eurostat vb. ulusal ve uluslararası kuruluşların istatistiklerinden ve raporlarından yararlanılmıştır. 2000-2020 yılları arasında Türkiye'de sosyal transfer giderleri ve yoksulluğun gelişimi/nedeni dönemsel çizelge ve grafikler yardımıyla TL/$ bazında açıklanmaya çalışılmıştır. Ayrıca bu çalışmada, kamu sosyal transfer harcamaları ve yoksulluk üzerindeki etkilerine ilişkin çok sayıda araştırma incelenmiştir. Sonuç olarak Türkiye’de yoksulluğu önleme amaçlı yapılan sosyal transfer harcamalarının/sosyal yardımların yoksullukla mücadelede yetersiz kaldığı ve etkili olmadığı düşünülmektedir.
Poverty is not just a problem that Turkey faces, it is one of the main problems that all countries in the world are facing. Among the ways to deal with this problem, the most common policy is public social transfer spending. In this context, the study; by examining the distribution between the components and components of social transfer spending in Turkey between 2000-2020 years; has been sought to be associated with poverty. This study was revealed by the World Bank, OECD, Eurostat, etc. It has been taken advantage of statistics and reports from national and international organizations. Between 2000 and 2020, the expenses for social transfer in Turkey and the development of poverty and the cause of poverty were tried to be explained on the basis of TL/$ with the help of periodic charts and charts. In addition, this study has studied numerous studies on public social transfer expenditure and its effects on poverty. As a result, the expenditure of social transfers in Turkey for the purpose of preventing poverty/social aid is considered insufficient and ineffective in the fight against poverty.
