Birleşmiş Milletler Dünya İklim Konseyi uzun süren siyasi tartışmaların ardından “İklim Değişikliği 2007” raporunu onayladı. Bu rapor, küresel ısınmayla birlikte dünyanın bir felaket senaryosuyla karşı karşıya kalacağını ortaya koyuyor. Bu rapora göre, gelecek 50 yıl içinde ortalama küresel sıcaklığın 1,5 ila 2,5 santigrat derece daha yükselmesinin beklendiği, bunun gerçekleşmesi halinde bitki ve hayvan türlerinin yaklaşık yüzde 20-30'unun yok olabilecek ve bu olaylar zinciri neticesinde insan yaşamı büyük bir tehdit altında kalacak. Diğer taraftan benzer bir senaryo da doğal kaynaklar için geçerli: ABD Enerji Bakanlığı’nın tahminlerine göre eğer petrol tüketimindeki artış tüm dünya genelinde yılda %2 oranında artarsa, mevcut petrol miktarı en fazla 30 yıl içerisinde bitebilir. Ortaya konulan veriler dünyadaki siyasi ve ekonomik sorunlara bütüncül bir bakış gerekliliğini ortaya koymakta. Bu çalışma da temel konuları ve yaklaşımları kapsamında uluslararası siyasal iktisat üzerine genel bir değerlendirme yapmayı amaçlamaktadır. Temel konuları ve yaklaşımları ortaya koyarken temel enerji kaynakları (petrol ve doğal gaz) ile ilgili istatistiksel veriler kullanılacaktır. Bu çalışmada, dünyadaki siyasal ve iktisadi sorunlarla ilişkilendirildiğinde doğal kaynakların önemli bir rol oynadığı öne sürülmektedir. Nitekim 1970’lerde yeniden popüler bir yaklaşım olarak ortaya çıkması meydana gelen petrol krizi, siyasi ve ekonomik meseleleri ilintilendirerek beraberce çözme gereksinimi önemli bir etkendir. Bir disiplin olarak uluslararası siyasal iktisadın ana hedefi dünya siyasetindeki toplumsal olgu ve olaylara bütüncül bir bakış açısı getirmektir. Bu doğrultuda, uluslararası sistemin, yapının, aktör ve olayların uluslararası siyasal iktisadın bütüncül bakış açısıyla daha iyi anlaşılacağı ve açıklanacağı düşünülmektedir.
The United Nations World Climate Council approved the "Climate Change 2007" report after long political discussions. This report reveals that, along with global warming, the world will face a disaster scenario. According to the report, the average global temperature is expected to rise by 1.5 to 2.5 degrees Celsius over the next 50 years, and if this happens, about 20-30 percent of the species of plants and animals will disappear, and as a result of these events, human life will be under great threat. On the other hand, a similar scenario applies to natural resources: according to the U.S. Department of Energy, if oil consumption increases by 2% per year throughout the world, the current quantity of oil could end within a maximum of 30 years. The data revealed reveals the need for a comprehensive view of the political and economic problems in the world. This study also aims to conduct a general assessment of the international political economy within the framework of its core topics and approaches. The basic topics and approaches will be identified using statistical data on basic energy sources (petroleum and natural gas). This study suggests that natural resources play an important role when associated with political and economic problems in the world. In fact, the oil crisis, which emerged as a popular approach in the 1970s, is an important factor in the need for a joint settlement of political and economic issues. The main objective of the international political economy as a discipline is to bring a comprehensive view of the social facts and events in world politics. In this regard, it is believed that the international system, structure, actor and events will be better understood and explained from a comprehensive perspective of the international political economy.
Following long political discussions, UN World Climate Council approved the “Climate Change 2007” Report. This report sets forth that the world will face scenario catastrophe due to the global warming. According to this report, in the next 50 years approximate it is expected that global temperature will rise by 1,5 to 2,5 degrees, if this occurs about 20-30% of plant and animal species will diminish and due to this chain of developments human life may encounter a serious threat. On the other hand, there is a similar scenario for the natural resources: According to the forecasts of the US Ministry of Energy, even if the world oil consumption increases 2% by year, the proved oil resources may run out within 30 years. The data provided bring out the necessity to construct a comprehensive perspective over political and economic problems in the world. This study seeks to make an overall assessment on international political economy within the framework of the main issues and main approaches. In order to identify the main issues and perspectives, the statistical data regarding the basic energy resources (oil and natural gas) will be used. It is argued here that natural resources play an important role related to political and economic problems in the world. The reason behind its becoming a popular approach (again) during the 1970s can be explained through oil crisis and the necessity to interconnect political and economic problems and solve them together. As a discipline, the main objective of the international political economy is to provide a comprehensive perspective to the social phenomenon and events in world politics. Within this framework, it is argued that international system, structure, actors and events will be better understood and explained through the comprehensive perspective of the international political economy.
