The Public Private Partnership (PPP) Model has been an important alternative used by public authorities in the construction of infrastructure facilities and public services after the 1990s. One of the most important advantages of the PPP is the solution to the problem of financing in public services. Another important advantage is that public services can be provided by private sector experience and methods. These and other advantages have gradually increased the preference rates of the PPP. Today, with the above-mentioned functions, the PPP is moving towards becoming indispensable among the public service execution procedures of both central and local governments, especially in developed and developing countries. In this respect, the PPP has quite attractive advantages for the local administrations in the presentation of public services. However, the PPP which has its own set of rules and procedures, also incorporates a number of disadvantages for local governments. The purpose of this study is to explain the advantages and disadvantages of local governments in PPP applications based on literature and practice. First of all, the definition of PPP and its basic characteristics will be given. It will then be referred to local administrations examples of PPP implementation and the benefits provided by the PPP. The other main issue is to explain the challenges and disadvantages of local administrations implementation of PPPs.
