Anayasasında demokratik bir hukuk devleti olarak nitelenen Türkiye Cumhuriyetinin önemli kurumlarından biri olan Devlet Denetleme Kurulu, işlev olarak bazı kurum ve kuruluşların idare tarafından dış denetimini gerçekleştirmek üzere varlık göstermektedir. Bu çalışmada Devlet Denetleme Kurulunun 1982 Anayasasında kurgulanan mevcut durumu ile Cumhurbaşkanlığı hükümet sistemindeki konumu değerlendirilmektedir. İnceleme sonucunda parlamenter sistem içerisinde sembolik yetkileri bulunan Kurumun, 2017 Anayasa değişikliği ile Cumhurbaşkanlığı hükümet sisteminin yapısına uygun bir şekilde yetkilerinin arttığı ve görev alanının genişlediği tespitini yapmak mümkündür.
The State Supervisory Board, one of the important institutions of the Republic of Turkey, which is defined as a democratic rule of law in its Constitution, is functional to carry out external control by the administration of some institutions and organizations. This study evaluates the current situation established in the Constitution of the State Supervisory Board in 1982 and the position of the Presidency in the government system. As a result of the review, it is possible to determine that the institution, which has symbolic powers within the parliamentary system, has increased its powers in accordance with the constitutional amendment of 2017 and the structure of the presidency government system, and that its scope of duty has expanded.
