Fen eğitimi, ülkelerin gelişmesinde ve ekonomik kalkınmasında önemli bir yere sahiptir. Bu nedenle ülkemizde de fen eğitiminin kalitesini artırmak üzere birçok çalışma yapılmakta ve öğretim programları çağdaş yaklaşımlar ışığında sürekli yenilenmektedir. Bu çalışmada, Cumhuriyet’in kuruluşundan günümüze dördüncü ve beşinci sınıf fen öğretim programlarının tarihsel süreç açısından gelişiminin, öğretim programının öğelerine göre değerlendirmesi amaçlanmaktadır. Bu değerlendirmeler öğretim programlarının amaç, içerik, öğrenme öğretme süreci ve değerlendirme boyutları açısından doküman analizi tekniği kullanılarak yapılmıştır. Elde edilen veriler tarihsel süreç dikkate alınarak bu program boyutları altında sınıflandırılmıştır. Sonuçlar özellikle programın öğrenme öğretme ve değerlendirme süreçlerinde önemli gelişmeler olduğunu göstermiştir. Aksayan veya eksik olarak kabul edilebilecek yönlerin ise özellikle programın uygulama aşamasında ortaya çıktığı söylenebilir.
