For telecom operators, making a benchmark between countries, regions/provinces and operators and taking precautions for necessary improvements have importance regarding to operator’s efficiency. In this study, efficiency levels, input/output changes of 81 provinces were analyzed for a Turkish private mobile operator in Turkey in terms of network quality variables, and sensitivity analysis was made with Data Envelopment Analysis. According to the analysis, 27 provinces were found efficiency. Number of site was determined the most important input amaong network quality variables. Marmara and Doğu Anadolu Region were identified the most efficiency and the less efficiency regions for the operatör, respectively. In addition, factors such as population and geographical conditions have an effect on the level of efficiency.
