Özet:

The most important indicator of whether maintained and sustained for the purposes of training, their ability to reflect on speech and behavior, students' achievements -according to the level class- identified in the curriculum. The continuation of education in a structured way and determine if it would result in the purpose intended result can be carried out with measurement and evaluation practices. In other words, fulfills the function of education is determined by the measurement and evaluation. Students need to have acquisitions related to basic skills such as they read, listen to understand; feelings, thoughts, and desires can tell draft willed; participation in the process of textual analysis and basic language skills in order to effectively use in Turkish Language and Literature Education. These qualities is a clear indication students with the competencies required for the grade level they have been prepared to a higher class and also it has been moving for the purposes of training. In this regard needs to be conducted in a systematic way to determine student proficiency and gains of the measurement and evaluation in education. This study was referred to secondary schools students of Turkish Language and Literature course in detection efficiency and the development of competencies in case assessment and evaluation practices that can be implemented to determine. In this study is touched on measurement and evaluation application that can be implemented determination of the effectiveness of student proficiency and to determine the state of development in the secondary education courses Turkish Language and Literature. In this context was made in investigation and explanations Turkish Language and Literature teachers to be made of the process and outcome evaluation through examples for the use of tools and methods
