Nehir vadileriyle bölünmüş Karadeniz, sahillerinden başlayarak yaylalarına kadar uzanan bir coğrafyada sosyal ve ekonomik bir bütünlük arz eder. Konar-göçer Türk yaşam biçiminin en önemli unsurlarından olan yaylalar, bu yaşam biçiminin kısmen hayat bulduğu mekânları olarak görülmüş ve o oranda tarihin ilgi alanına girmiştir. Bir kaç asır boyunca klasik Osmanlı düzeninin bir parçası olan yaylalar, on dokuzuncu yüzyılda çeşitli değişim ve dönüşümler geçirmiştir. Karadeniz’in uluslararası ticarete açılması, sahillerde yaşanan kentleşme, iç ve dış göçler, âyan nüfuzu gibi Osmanlı Devleti’nin maruz kaldığı sosyal, ekonomik ve siyasi gelişmeler bulanık bir mülkiyet alanı haline gelen yaylalar üzerine yaşanan tartışmaları daha da alevlendirmiştir. Doğu Karadeniz’in yaylaları özellikle de Gümüşhane ve Trabzon arasında anlaşmazlık konusu olmuştur. Bu araştırma, on dokuzuncu yüzyılda genelde Doğu Karadeniz, özelde Gümüşhane ve Trabzon arasında yaşanan anlaşmazlıkların tarihi arka planını ortaya koymayı hedeflemektedir.
The geography of the Black Sea punctuated by river valley presents a social and economic unity in a geography from coasts to plains. The Highlands, the most important feature characterizing the nomadic (Konar-Göçer) Turkmen's life, mark a space where this lifestyle has emerged and experienced in history. Highlands after the classical Ottoman rule for a few centuries, underwent various changes and transformations in the 19th century. With the rise of international trade in the Black Sea, urbanization in the coastal regions, internal and external migrations, the owners’ influence on social, economic and political aspects of the Ottoman society further aggravated the dispute on the highlands that caused property concerns. The Highlands in the Eastern Black Sea region, predominantly Gümüşhane and Trabzon, were the subject of such dispute.
