Beşeri Sermayenin Ekonomik Büyüme Üzerindeki Etkisi: Türkiye Üzerine Bir İnceleme

Abstract:

Geliştirilebilir insan gücü anlamına gelen beşeri sermaye kavramı özellikle 1960 yıllardan sonra önem kazanmaya başlamıştır. Beşeri sermaye, gereken önem verildiğinde ülkelerin yaşam kalitesini olumlu yönde etkileyerek, milli gelirin artmasına olanak sağlamaktadır. Bu çalışmada öncelikle ekonomik büyüme ile beşeri sermaye arasındaki ilişki teorik çerçevede incelenmiş olup, konuyla ilgili olarak literatürde yer alan çalışmalara değinilmiş ve sonrasında Türkiye’de 1980-2017 yılları arası seçilen eğitim, sağlık ve fiziki sermaye göstergeleri ile beşeri sermayenin iktisadi büyüme üzerindeki etkisi ekonometrik açıdan test edilmiştir. Ekonometrik analiz yöntemi olarak Johansen eşbütünleşme testi, granger nedensellik testi ve VEC yöntemleri kullanılmıştır. Kısa ve uzun dönem sonuçlarına göre kişi başına düşen eğitim harcamaları ve sabit sermaye yatırımlarının ekonomik büyümeyi artırıcı etki yaptığı belirlenmiştir. Granger nedensellik analiz sonuçlarına göre ekonomik büyümeden kişi başına düşen eğitim harcamalarına, kişi başına düşen sabit sermaye yatırımlarından kişi başına düşen eğitim harcamalarına ve kişi başına düşen sağlık harcamalarından kişi başına düşen eğitim harcamalarına doğru pozitif, anlamlı bir ilişki bulunmuştur.
