Abstract:

Ülkelerin hükümet sistemleriyle kamu yönetimlerinin yapısı ve işleyişi arasında yakın ilişki bulunmaktadır. Bu sebeple bir ülkenin hükümet sisteminde meydana gelen değişim, doğal olarak o ülkenin kamu yönetiminin yapısında ve işleyişinde önemli değişikliklere yol açmaktadır. Türkiye’de 1961 Anayasasından itibaren uygulanan parlamenter hükümet sistemi yerini, 16 Nisan 2017 tarihinde gerçekleştirilen anayasa değişikliği referandumuyla Cumhurbaşkanlığı hükümet sistemine bırakmıştır. Yeni hükümet sistemi, 24 Haziran 2018 tarihinde gerçekleştirilen seçimler sonrasında yürürlüğe girmiş ve Türk Kamu Yönetiminin yapısında ve işleyişinde oldukça önemli değişimlere neden olmuştur. Yaşanan bu değişikliklerden önemli ölçüde etkilenenlerin başında da bakanlar ile bakanlıklar gelmektedir. Çalışmanın konusu bakanların statüsü ile bakanlıkların yapısı ve işleyişinde gerçekleşen değişimdir. Çalışmanın amacı Türkiye’de gerçekleşen hükümet sistemi değişikliğinin bakanların statüsü ile bakanlıkların yapı ve işleyişinde meydana getirdiği değişiklikleri parlamenter ve Cumhurbaşkanlığı hükümet sistemlerinden hareketle karşılaştırmalı bir biçimde analiz etmektir. Çalışmada nitel araştırma, literatür taraması ve içerik analizi yöntemleri kullanılmaktadır.

Abstract:

There is a close relationship between the government systems of the countries and the structure and functioning of public governments. Therefore, the change in the government system of a country naturally leads to significant changes in the structure and functioning of the public administration of that country. The parliamentary government system in Turkey, which has been applied since the Constitution of 1961, has been replaced by the Presidential government system with a referendum on the constitutional amendment held on April 16, 2017. The new government system entered into force after the elections held on 24 June 2018 and has caused significant changes in the structure and functioning of the Turkish Public Administration. The majority of the changes that have occurred are the ministers and ministers. The subject of the work is the change in the status of ministers and the structure and functioning of ministers. The aim of the study is to analyze the status of ministers and the changes in the structure and functioning of ministries of the government system in Turkey in a comparative manner with the movement from the parliamentary and Presidential government systems. The study uses qualitative research, literary scan and content analysis methods.

The aim of this study is to analyse comparatively departing from his parliamentary and new presidential system of government alteration of the actual system of government brought changes in the structure and functioning of the ministries with the status of ministers of Turkey.
