Azerbaycan’da Bölgesel Kalkınmanın Temel Bileşenler Analizi ile Değerlendirilmesi

Abstract:

Çalışmanın temel amacı Azerbaycan’da iktisadi bölge tanımlamasına göre bölgelerin sosyoekonomik gelişmişlik düzeyini tespit etmektir. Bu doğrultuda çalışmada Temel Bileşenler Analizi (TBA) kullanılarak 13 iktisadi bölgenin üç kategoride sosyoekonomik gelişmişlik endeksleri hesaplanmıştır. Birinci endeks, Beşeri Sermaye Endeksi olarak adlandırılmaktadır. Endeks sağlık, eğitim ve demografik yapıyı yansıtan sekiz değişkeni içermektedir. İkinci endeks, İstihdam ve Ekonomik Gelişmişlik Endeksi, yedi değişken ile hesaplanmaktadır. Endekste istihdam göstergelerinin yanı sıra kişi başına düşen üretim değeri ve bölgede faaliyet gösteren firma sayısı gibi değişkenler yer almaktadır. Son endeks sekiz değişkenden oluşan Yaşam ve Erişilebilirlik Endeksi’dir. Bu endekste bölgenin ulaşım ve altyapısını ve refah düzeyini gösteren sosyal ve ekonomik göstergeler yer almaktadır. Araştırma sonuçlarına göre her üç endekste en yüksek değere sahip bölge Bakü’dür. Bakü’yü sosyoekonomik gelişmişlik düzeyi açısından takip eden diğer başlıca bölgeler ise Gence-Daşkesen İktisadi Bölgesi, Abşeron İktisadi Bölgesi ve Nahcivan Özerk Cumhuriyeti’dir. Söz konusu endekslerde en düşük değere sahip bölgeler ise Lenkeran-Astara İktisadi Bölgesi, Karabağ İktisadi Bölgesi, Dağlık Şirvan İktisadi Bölgesi, Gazak-Tovuz İktisadi Bölgesi ve Guba Haçmaz İktisadi Bölgesi’dir. Araştırma sonuçları, Azerbaycan’da Bakü ve onun çevresine yakın iktisadi bölgelerin sosyoekonomik açıdan yüksek bir gelişmişlik seviyesine sahip olduğunu göstermektedir. Buna karşılık ülkenin iç bölgeleri, özellikle Ermenistan sınırına yakın bölgeler sosyoekonomik açıdan göreceli olarak daha düşük kalkınma seviyesine sahip bölgelerdir.

Assessment of the Basic Components of Regional Development in Azerbaijan

Abstract:

The main objective of the study is to determine the level of socio-economic development of the regions according to the economic region in Azerbaijan. In this direction, the study used the Basic Components Analysis (TBA) to calculate the socioeconomic development indicators in three categories of 13 economic regions. The first index is called the Human Capital Index. The index contains eight variables that reflect health, education and demographic structure. The second index, Employment and Economic Development Index, is calculated by seven variables. In addition to employment indicators, the index includes variables such as the value of production per person and the number of companies operating in the region. The last index is the Life and Accessibility Index, which consists of eight variables. This index includes social and economic indicators that show the transport and infrastructure of the region and the level of well-being. According to the results of the research, the region with the highest value in each of the three indicators is Baku. The other main areas that follow Bakü in terms of socio-economic development are the Gence-Daşkesen Economic Area, Absheron Economic Area and the Nahcivan Autonomous Republic. The regions with the lowest value in these indicators are the Lenkeran-Astara Economic Area, Karabağ Economic Area, Mountain Shirvan Economic Area, Gazak-Tovuz Economic Area and Guba Cross Economic Area. The results of the research show that the economic regions of Baku and its surroundings in Azerbaijan have a high socio-economic level of development. On the contrary, the internal regions of the country, especially the regions close to the border with Armenia, are regions with a relatively lower socioeconomic level of development.

By using Principal Components Analysis (PCA), it has been calculated socioeconomic development indices on 13 regions in three categories. The first index is called the Human Capital Index that has included eight variables about health, education and demographics characteristics. The second index, the Employment and Economic Development Index, is calculated with seven variables. In addition to employment indicators, the Employment and Economic Development Index has consisted of variables such as per capita production value and the number of acting enterprises by regions. The last index is called the Life and Accessibility Index, which has consisted of eight variables. In this index, there are social and economic indicators that reflect the transportation and infrastructure of the region and the level of welfare. According to the results of the research, Baku is the region with the highest value in all three indices. In terms of socioeconomic development level, other main regions following Baku are Ganja-Dashkesen Economic Region, Absheron Economic Region and Nakhchivan Autonomous Republic. The regions with the lowest values in these indices are Lankaran-Astara, Karabakh, Daghlig Shirvan, Gazak-Tovuz and Guba Khachmaz Economic regions. The results of the research has showed that the economic regions in Azerbaijan, close to Baku and its surroundings, have possessed high socioeconomic development level. On the other hand, the inner regions of the country, especially the regions close to the Armenian border, are regions with relatively lower socioeconomic development levels.
