Abstract:

Development plans are country based plans that define goals and actions on many issues such as the environment, economy, social policies, cities and rural areas. These plans are a guide that allows questioning past experiences, examining future decision-making processes and evaluating their results. The plans shaped by the evolution and feedback of the development approaches that started with the proclamation of the Republic and the reports produced at the level of the Ministry on the subject play a key role for rural areas and rural development. In 2000, which was the beginning of a new era in the history of the world, the United Nations Summit on the Millennium Development Goals and Sustainable determined after Development Goals (2030), it reveals the responsibility of countries in the global context. From this point of view, policies for rural development in time from that point until today starting from 2000 was questioned in the framework of the discipline of landscape architecture. Based on the environmental, spatial, socio-cultural and economic dimensions of rural development, 4 basic and 29 sub-concepts were determined and scanned with content analysis method. The obtained scanning results are presented as graphs and charts. The main purpose of the study is to determine how much the subject is reflected in the plans conceptually to reveal the results achieved/not achieved in line with the goals and to develop suggestions.
