Bu çalışmada 2002-2013 dönemi dikkate alınarak, Türkiye, Çin, İngiltere, Almanya ve ABD (Amerika Birleşik Devletleri)’de iş sağlığı ve güvenliğini sağlamaya yönelik uygulamaya konulan politikalar, bu politikalar sonucunda söz konusu ülkelerde gerçekleşen ölümlü iş kazası sayıları ve milli gelir (GSYH) rakamları karşılaştırmalı olarak ele alınmıştır. Bu çalışmanın amacı, seçilmiş ülke örneklerinden hareketle iktisadi gelişmişlik-iş sağlığı ve güvenliğini sağlamaya yönelik alınan kararlar ve gerçekleşen ölümlü iş kazası sayıları arasındaki etkileşimi gözlemlemek ve Türkiye özelinde iş sağlığı ve güvenliğini sağlamak amacıyla ne gibi tedbirlerin uygulanabileceğini tespit etmeye çalışmaktır. Çalışma kapsamında ele alınan ülke örneklerinde yaşanan ölümlü iş kazaları sayılarının azaldığı sonucuna ulaşılmış olup en önemli gelişmenin İngiltere'de yaşandığı tespit edilmiştir. Elde edilen bulgular, ekonomik büyüklüğün iş kazalarını önlemede tek başına yeterli olmadığına işaret ederken iktisadi gelişmenin gerekli düzenlemeler ve insana yönelik yatırımlarla desteklenmesi gerektiğini ortaya koymaktadır. Belirtilen dönem aralığında 2009 yılı hariç gerçekleşen pozitif ekonomik büyüme oranı ve uygulamaya konulan düzenlemelere rağmen, Türkiye’de iş güvenliği konusunda hedeflenen amaçlara ulaşılamadığı tespit edilmiştir. Bu kapsamda SGK (Sosyal Güvenlik Kurumu) tarafından açıklanan verilere baktığımızda Türkiye’de 2002 yılında iş kazası sonucu hayatını kaybeden işçi sayısı 878 iken, 2014 yılında bu sayı 1626’ya ulaşmıştır.
In this study, considering the period of 2002-2013, the policies implemented toward providing occupational health and safety in Turkey, China, United Kingdom, Germany, and USA (United States of America), numbers of fatal occupational accident occurring in the countries under consideration, and national income (GDP) indicators were comparatively discussed. The aim of this study, with moving from the samples of selected countries, is to observe the interaction between the decisions made toward providing economic developedness-occupational health and safety and the number of fatal occupational accident that occur, and try to identify which actions can be taken in order to provide occupational health and safety specific Turkey. In the samples of country discussed in the scope of the study, it was concluded that there was a decrease in the number of fatal occupational accident and it was identified that the most important development was experienced in United Kingdom. While the findings obtained points out that only economic growth is not enough in preventing work accidents, they reveal that economic developments should be supported with the necessary arrangements and investments toward human. In the range of the period specified, except for the year 2009, despite positive economic growth rate that actualizes and arrangements implemented, it was identified that in Turkey, the aims targeted on work safety could not be reached. In this scope, while the number of workers losing their lives as a result of work accidents in Turkey in 2002 was 878, in 2014, this number reached to 1626.
