Natural disasters are natural events that negatively affect human life and cause material and moral damages. As in all over the world, one of the biggest natural disasters after earthquakes is floods. In case of human intervention such as changing the river bed, increasing the building to the rivers, and interrupting the river perpendicular to the direction of flow, the flood event becomes a disaster. In this study, Mert River and Yılanlıdere were chosen as the study area because of the loss of life and property in the floods occurred in Samsun Mert River and Yılanlıdere which is the river reach in 2012. In order to generate the flood hazard map of the study area, 75 pieces of 1/1000 current maps, 2 pieces of 1/5000 zoning plans and 10, 25, 50, 100, 500 and 1000 year flood repetition rates were obtained from the necessary institutions. Then, flood hazard maps were created by using Geographical Information System (GIS) based Hec-GeoRAS and HEC-RAS program according to flood recurrence rates. According to the flood hazard maps, the area of the flood area, the number of buildings and parcels in this area, the number of independent sections in the buildings (residence and workplace) and the number of people living and working in the dwellings were determined according to the flood hazard maps. As a result of the study, it was determined whether the breeding study was sufficient and suggestions were made about the buildings in the flood area.
