The aim of the study was to identify the levels of encountering problems for primary school administrators while undertaking educational leadership roles and the problems they encountered. The universe of the study was composed of 102 primary school administrators selected through “Simple Random Sampling” working Istanbul during 2008-2009 educational year. The study, both qualitative and quantitative, employed “Educational Leadership” assessment tool developed by Şişman (2004) in order to identify the levels of encountering problems by the working group of the study while performing their educational leadership roles. The problems encountered the most were collected qualitatively with the help of “Semi-Structured Interview Form” from the 10 primary school administrators who were found to have faced the highest number of problems determined by the assessment of “Education Leadership” scale. It was found that primary school administrators encountered the highest number of problems while performing their educational leadership roles in terms of “Educational Program and the Management of Instructional Process”. However, the least number of problems were found in “Support and Development of Teachers” dimension in their educational roles.
