Son yıllarda özelleştirme ve devletin küçültülmesi yönündeki eğilim etkisini kamu kurumlarının küçültülmesi yönünde de göstermiştir. Bu şüphesiz sadece ideolojik bir yaklaşımın eseri değil, aynı zamanda özel sektör alanındaki başarılı uygulamaların da etkisi ile olmuştur. Gerçekten özel sektör alanında başlangıçta sert rekabete karşı koyma ya da krizleri aşma için kullanılan bir yöntem olan örgütsel küçülme, sağladığı faydaların anlaşılması ile sürekli tercih edilen yapısal bir durum olmuştur. Örgütler için geçmişte güçlülüğün en önemli belirtisi sayılan büyüklük, günümüzde hantallığın, bürokrasi ve kırtasiyeciliğin nedeni olarak görülmeye başlanmıştır. Büyük bir örgütsel yapı yerine daha işlevsel ve yönetilebilir örgüt yapısı tercih edilmeye başlanmıştır. Kamu kurumları için de örgütsel büyüklük birçok soruna kapı aralamaktadır. Yönetimin ve denetimin zorluğu, koordinasyon eksikliği, bürokrasi ve kırtasiyecilik ve artan maliyetler bunlardan bazılarıdır. Bu sebeple kamu örgütlerinin küçültülmesi konusu sürekli olarak gündeme gelmektedir. Ancak kamu örgütlerinde küçülmenin sağlanması her zaman özel sektör örgütlerindeki kadar kolay değildir. Türkiye’de Cumhurbaşkanlığı Hükümet sistemine geçilmesi ile birlikte kamu kurumlarının yeni sisteme uygun bir şekilde yeniden yapılandırıldığı görülmektedir. Bu kapsamda Adalet Bakanlığı’nın teşkilat yapısında da bazı kademelerin ortadan kaldırılması, bazı birimlerin kapatılması gibi bir kısım önemli değişiklikler yapılmıştır. Elbette yeni bir hükümet sistemine geçilmesi mevcut durumun baştan aşağıya gözden geçirilmesi açısından faydalı olacaktır. Ancak bazı yeniliklerin ve reformların hayata geçirilmesinde bu fırsattan ne ölçüde yararlanılabileceğini süreç içerisindeki uygulamalar gösterecektir.
In recent years, it has also shown the tendency towards privatization and the reduction of the state towards the reduction of public institutions. This was undoubtedly not only the work of an ideological approach, but also the impact of successful practices in the private sector. In fact, organizational reduction, which was initially a method used to counter severe competition or overcome crises in the private sector, has become a constantly preferred structural situation with the understanding of the benefits it provides. The size, which was considered the most important sign of strength in the past for organizations, has now begun to be seen as the cause of agility, bureaucracy and rurality. Instead of a large organizational structure, a more functional and managed organization structure has begun to be preferred. For the public institutions, the organizational size also brings the door to many problems. The difficulties of management and supervision, lack of coordination, bureaucracy and rurality and increasing costs are some of them. Therefore, the question of the reduction of public organizations is constantly on the agenda. However, it is not always easy to ensure reduction in public organizations as it is in private sector organizations. In Turkey, with the transition of the presidency to the government system, public institutions are reorganized accordingly to the new system. In this context, some important changes have been made in the organization structure of the Ministry of Justice, including the elimination of some stages, the closure of some units. Of course, the transition to a new government system will be beneficial for the current situation to be reviewed from the beginning to the bottom. However, the implementation of some innovations and reforms will show how much this opportunity can be exploited in the process.
