Devletin ekonomi içerindeki ağırlığının ne kadar olması gerektiği dönemsel olarak tartışmalara konu olmuştur. İktisadi karar birimlerinden birisi olan devlet, kamunun fonksiyonlarını yerine getirebilmek için toplumsal ihtiyaçlar çerçevesinde bazı harcamalar yapmaktadır. Genel kamu nihai tüketim harcamaları hükümet askeri harcamaları hariç devletin mal ve hizmet alımları için devlet harcamalarının tamamını kapsamaktadır. İnsani gelişme endeksi (İGE) ise uzun ve sağlıklı yaşam boyutu, bilgi boyutu ve iyi bir yaşam standardı boyutu olmak üzere üç temel boyutu bulunan ve insani gelişimin temel boyutlarındaki başarıyı ölçen özet bir göstergedir. Endeks değeri 1’e yaklaştıkça insani gelişme artmakta 0’a yaklaştıkça ise azaltmaktadır. Günümüz devletleri insani gelişmeyi artırmayı temel hedefler arasında belirlemektedir. Bu çalışma Türkiye’de genel kamu nihai tüketim harcamaları ile İGE arasındaki ilişkiyi VAR’a dayalı Granger nedensellik testini kullanarak incelemektedir. Bu amaçla çalışmada 1990-2021 yıllarına ait genel kamu nihai tüketim harcamaları ve İGE kullanılmıştır. Analiz sonuçlarına göre genel kamu nihai tüketim harcamalarından İGE’ye doğru %5 anlamlılık seviyesinde tek yönlünedensellik ilişkisi tespit edilmiştir. Kamu harcamalarının insani gelişmeyi etkileyen nedenlerden biri olması dikkate alındığında insanların sürdürdükleri hayatın insani gelişim açısından daha belirgin bir ölçüt olması sebebiyle kamu harcamalarının insanların başarılarını, özgürlüklerini ve yeteneklerini geliştirmeye odaklanması gerektiği söylenebilir.
It has been discussed on the basis of the importance of the state’s economy. The state, which is one of the economic decision-making units, makes some spending in the framework of social needs to fulfill the functions of the public. General public final consumption expenditure covers the entire government expenditure for the purchase of goods and services of the state except for government military expenditure. The Human Development Index is a summary indicator of three basic dimensions: the long and healthy life size, the knowledge size and the good standard of life size and the success in the basic dimensions of human development. As the index value approaches 1, the human development increases and as it approaches 0 it decreases. Today’s states are setting human development as one of the main objectives. This study examines the relationship between the general public final consumption expenditure and IGE in Turkey using the Granger causality test based on VAR. For this purpose, the study used the general public final consumption spending and IGE for the years 1990-2021. According to the results of the analysis, a single-directional relationship has been identified at the 5% level of significance from the general public final consumption spending to the IGE. Considering that public spending is one of the reasons that influence human development, it can be said that public spending should be focused on improving people’s success, freedoms and abilities because the life they live is a more clear measure in terms of human development.

General public final consumption expenditures include all government expenditures for government purchases of goods and services, excluding government military expenditures. The human development index (HDI), on the other hand, is a summary indicator that measures success in the basic dimensions of human development, which has three main dimensions: a long and healthy life dimension, the dimension of knowledge and the dimension of a good living standard. When index value approaches 1, human development increases, and when it approaches 0, it decreases. Today's states determine increasing human development among their main objectives. This study examines the relationship between general public final consumption expenditures and HDI in Turkey using the Granger causality test based on VAR. For this purpose, general public final consumption expenditures and HDI for the years 1990-2021 were used in the study. According to the results of the analysis, a one way causality relationship was determined at the 5% significance level from the general public final consumption expenditures to the HDI Considering the fact that public expenditures are one of the factors affecting human development, it can be said that public expenditures should focus on improving people's achievements, freedoms and abilities, since the life they lead is a more significant criterion in terms of human development.
