Yerel yönetimler, sosyal hayat içerisinde büyük görev ve sorumluluklara sahip olan, hizmet noktasında halka en yakın kuruluşlardır. Toplumsal yaşamı etkileyen en temel unsurlar yerel yönetimlerin ilgi alanına girmektedir. Yerel yönetimlerin sorumlulukları arasında halk sağlığının korunmasının ise çok önemli bir yeri ve anlamı vardır. Çünkü sağlık, yaşam kalitesinin en temel koşuludur. Tüm dünyayı etkileyen salgın bir hastalık olan Covid 19 ise ekonomik, sosyal ve siyasi hayata dair her şeye dolayısı ile yaşam kalitesine karşı ciddi bir tehdit olarak etkilerini sürdürmektedir. Bu salgınla mücadelede, yerel yönetimlerin görevlerini layıkıyla yerine getirmeleri gerekmektedir. Belediyeler bu konuda diğer yerel yönetim birimlerine (il özel idaresi, köy) göre daha aktif rol üstlendikleri için bu çalışma belediyelerle sınırlı tutulmuştur. Çeşitli örnekler çerçevesinde, literatür taramasına dayalı olarak yürütülen bu çalışmada, Covid 19 Pandemisi ile birlikte tüm salgın hastalıkların toplumsal etkileri ve bunlarla mücadelede yerel yönetimlere düşen görev ve sorumluluklar ele alınacaktır.
Local governments are the closest organizations to the public in the service point, which have great responsibilities and responsibilities in social life. The most fundamental elements affecting the social life enter the area of interest of local governments. Among the responsibilities of local governments, the protection of public health has a very important place and meaning. Health is the most fundamental condition for quality of life. Covid 19, a worldwide epidemic disease, continues to have its effects as a serious threat to the economic, social and political life and the quality of life. In the fight against this epidemic, local governments must fulfill their duties properly. The municipalities have been limited to the municipalities because they have taken more active role in this matter than other local governments (the local private administration, the village). In the framework of various examples, this study, based on literary scan, will discuss the social effects of all epidemic diseases along with the Covid 19 Pandemic and the tasks and responsibilities of local governments in combating them.
Local governments have great duties and responsibilities in social life and they are the closest organizations to the public at the point of service. The main factors that affect social life are in the local administrations' interests. Among the responsibilities of local governments, protecting public health has a very important place and meaning. Because health is the basic condition of quality of life. Covid 19, which is an epidemic disease that affects the whole world, continues its effects as a serious threat against quality of life. In the fight against this epidemic, local governments should fulfill their duties properly. Since municipalities play a more active role in this epidemic than other local government units (provincial special administration, village), this study was limited to municipalities. This study will be carried out theoretically in the framework of different samples. Within the scope of the study, with the Covid 19 Pandemic, the social effects of all epidemic diseases and the duties and responsibilities of local governments will be discussed.
