Abstract:

This study aims to study the international law conduct of the Republic of Turkey in the framework of the "co-ruma responsibility" doctrine. Co-ruma responsibility is a doctrine presented by the United Nations (UN) in order to protect human values in the international system. In cases where States are not or fail to protect their own peoples for reasons such as civil war or terrorism, such responsibility is transferred to the client’s responsibility of other actors in the international system. The Arab Spring process is based on the United Nations Security Council’s 1973 resolution and the subsequent intervention on the ‘protection responsibility’ implemented on Libya in 2011. In this regard, the intervention under the co-ruma responsibility to Libya has been analyzed which human rights and legal elements Turkey has referred to. During the appearance of the protection-responsible as a "developing standard" at the UN General Assembly sessions, Turkey attended the elements of "blocking the interests of the intervening states" and "the national sovereignty and the right of the peoples to determine their own future". In this context, the aim of the work is to present the theoretical framework of the responsibility for protection, and to correctly assess the attitude of Turkey during the development process and the implementation of the norm in the Libyan operation under the UN roof sessions and the statements of political leaders.
