Özet:

As economic public policy models, the success of the tech parks is directly related to the promotion, support and legislation provided by their public policies, and on the other hand, the activities and programs implemented by the tech parks management. Today in Turkey it may not be easy to measure the activity in growth and development of the tech parks because the number of parameters associated with it has a lot of direct and indirect effects. The purpose of this article is to reveal the activities in this sense of the tech parks in Turkey in the framework of current technology and innovation policies, the activities of the tech parks companies and the company’s potential and to discuss the general focus points to increase them. Here, though the complex dimensions of public administration are emphasized, the hypothesis is that the most important factor as objective variable is the capacity and potential of companies in the tech park. Because the output of companies will be reflected in the economy and development as the output of the benefits provided by the tech parks.

Technoparks are economic public policy tools. Their success depends on government-backed support mechanisms, incentives and legislation, and the services and programs provided by the management companies. Today in Turkey, it might not be easy to measure the effectiveness of technoparks in nation’s growth and development since there are too many parameters involved. This article elaborates on the effectiveness of technoparks in generating the desired benefits within the framework of the current technology and innovation policies and the potentials of the resident companies. The hypothesis is that, despite the involvement of complex public management aspects, the capacity and the potential of the technopark companies appear as the most critical parameters. Nevertheless, the performance of the companies will determine the value that the technoparks shall add to economic growth and development.
