Kozmopolitanizm tartışmalarında ulus-devletin çözülme sürecinde olduğu düşüncesi önemli bir yer tutmaktadır. Bu görüşü savunan en önemli kozmopolitanizm teorisyenlerinden birisi de David Held’dir. Ona göre, bir demokratik rejimin özünü teşkil eden kendi kendini yöneten ve kendi geleceğini kendisi belirleyen topluluk düşüncesi küreselleşme ile son derece sorunlu bir hal almıştır (Held, 1995b: 17). Dünya ekonomisinin ve risklerin küreselleşmesi geleneksel politika anlayışındaki iç/dış ayrımlarını anlamsızlaştırmaktadır. Ulus-devletlerin karar alma süreçlerini belirleyen ve sınırlayan, küresel örgütlerin, sivil toplumun, çok uluslu şirketlerin varlığını, etkinliklerini gittikçe arttırmakta oldukları; devletleri aşıp doğrudan bireyleri muhatap alan ve “ulusal çıkar” yerine “hak” temelli (insan hakları) bir düzenin nüvelerini barındıran uluslararası hukukun oluşmaya başlaması vb. Held’in sıkça tekrarladığı bu yönlü gelişmelerdir. Artık “eski” ulusal aidiyet ve bağlar çözülmekte, anlamsızlaşmaktadır. Dolayısıyla küreselleşme süreci ile birlikte hem ulusal alanda yara alan hem de küreselleşebilme olanaklığına kavuşan demokratik yönetim biçimi, tüm ilke ve kurallarıyla küreselleşme süreci ile birlikte yeniden düşünülmeli, artık ulusal sınırlara bağlı olmayan insan ilişkilerini düzenleyebilecek yeni kurum ve kurallar oluşturularak yeniden inşa edilmelidir. Bu çalışmanın amacı, Held’in konuya yaklaşımını ve bahsi geçen zorunluluk çerçevesinde oluşturduğu “kozmopolit demokrasi” modelini eleştirel yönleri ile birlikte açıklamaya çalışmaktır.
In cosmopolitanism discussions, the idea that the nation-state is in the process of dissolution holds an important place. One of the most important cosmopolitanism theorists who supported this view is David Held. According to him, the community thought that forms the essence of a democratic regime, self-governing and determining its own future, has become extremely problematic with globalization (Held, 1995b: 17). The globalization of the world economy and the risks makes the internal/external differences in the traditional policy concepts meaningless. The establishment of international law, which determines and restricts the processes of decision-making of national states, the existence and activity of global organizations, civil society, multinational companies are increasingly increasing; the establishment of international law, which oversees the states and directly interacts with individuals, and which holds the nucleus of a "right-based" (human rights) order instead of "national interests" etc. This is what Held has repeated frequently. Now the "old" national membership and bonds are dissolved, becoming meaningless. Therefore, the democratic form of governance, which is injured in the national sphere along with the process of globalization and which has become possible for globalization, with all the principles and rules and with the process of globalization, must be re-thought and reconstructed by the creation of new institutions and rules that can regulate human relations which are no longer connected to the national borders. The aim of this study is to try to explain Held’s approach to the subject and the “cosmopolitan democracy” model that he formed in the framework of the mentioned obligation, along with his critical aspects.
