Türk siyasal hayatında ordu-siyaset ilişkileri özellikle modern dönemde her zaman en önemli tartışmalardan birini teşkil etmiştir. 1908 yılında II. Meşrutiyet’in ilanıyla başlayan modern siyaset sürecinde İttihat ve Terakki Partisi’nin militarist eğilimlerinin ve 1913 Babı Ali Baskını ile yani bir askeri darbe ile hükümete el koyması günümüze kadarki siyasal yaşamda ordu siyaset ilişkilerinde belirleyici rol oynamıştır. Cumhuriyet ilan edildikten sonra Atatürk ve kurucu kadroların önemli bir kısmının asker kökenli olmasının da etkisiyle Atatürk ve Tek Parti döneminde bir askeri darbe ve müdahale belirgin olarak görünmese de 1950 seçimleri ile iktidara gelen Demokrat Parti iktidarı 27 Mayıs 1960 Askeri Darbesi ile sona ermiştir. Sonraki dönemde 12 Mart 1971 Askeri Muhtırası ile daha da derinleşen ve gerginleşen ordu siyaset ilişkileri 12 Eylül 1980 Askeri Darbesi ile Türk siyasetinde önemli bir kırılma noktası olmuştur. Sonuçları ve etkileri siyasal ve toplumsal yaşamın her alanında günümüze kadar devam etmiş olan 12 Eylül Darbesi ve sonrasında oluşan ara rejim dönemi gerek yaşandığı dönemde gerekse de sonraki yıllarda değişik siyasal çevreler tarafından sıkı bir şekilde eleştirilmiştir. Dönem ile ilgili eleştiriler günümüzde de devam etmektedir. 12 Eylül Askeri Darbesi ve Ara Rejim dönemi uygulamalarının sıkı bir eleştirisi Türk solunun önemli misyonlarından biri olmuştur. Bu çerçevede 1971 yılından beri yayın faaliyetlerini sürdürmekte olan ve Türkiye’de sol düşüncenin en önemli yayın organlarından biri olan Türkiye Komünist Partisi (TKP)’nin Sesi Radyosu’nda yer alan yorum ve haberler incelendiğinde dönemin sıkıyönetim uygulamalarına rağmen askeri darbeci cunta yönetiminin ciddi bir eleştiriye maruz kaldığı sürecin nasıl olduğunun ortaya çıkarılması amaçlanmaktadır. Bu bağlamda, TKP’nin Sesi Radyosu’nda yer alan haber ve yorumlar incelenerek 12 Eylül ve sonrası ara rejim dönemi ortaya konulması hedeflenmetedir. Bu çalışmada doküman analizi tekniği kullanılmıştır.
In Turkish political life, military-political relations have always been one of the most important discussions, especially in modern times. in 1908. In the modern political process, which began with the proclamation of legitimacy, the militarist tendencies of the Alliance and the Terakki Party and the 1913 Babı Ali's repression, i.e. with a military coup to the government, played a decisive role in the army's political relations in the political life until today. After the Republic was proclaimed, with the influence that a significant part of the Atatürk and the founding personnel were of military origin, a military coup and intervention in the period of Atatürk and the Single Party did not seem clear, but the Democratic Party's power that came to power with the 1950 elections ended with the military coup of May 27, 1960. In the subsequent period, the deepening and tensions of the military political relations with the 12th March 1971 Military Confederation and the 12th September 1980 Military Strike were a significant breakthrough point in the Turkish politics. The results and effects of the 12th September Strike and the period of interregime that has continued to date in all areas of political and social life have been rigorously criticized by different political circles in the following years. The criticism of this period continues today. A strong criticism of the 12th September military coup and the interregime period practices has been one of the important missions of the Turkish left. In this framework, the comments and news included in the Voice Radio of the Turkish Communist Party (TKP), which has been continuing its broadcasting activities since 1971 and is one of the most important broadcasting bodies of the leftist thought in Turkey, are examined, despite the period’s strict administration practices, the aim is to reveal how the process of the military coupable cunta administration has been seriously criticized. In this context, it is intended to examine the news and comments on the Voice Radio of the TKP and to reveal the interregime period on September 12 and after. In this study, the document analysis technique was used.
