Abstract:

This paper addresses public education and building the capacity of service providers to better support the human rights of marginalised women , children, young people and transgender groups  engaged in and exploited by prostitution. In making a case for public education on what gender based violence means, this paper advocates for building the capacity of citizens and residents of Indonesia to understand UN human rights protocols in terms of protecting some of the most marginalised people in Indonesia. The paper provides systemic insights into complex realities of prostitution and makes the case that public education needs  to promote the capability of all Indonesians to recognise human rights, gender rights and the essential rights of children. All children are supposed be protected under the UN regulations for the child. All children are recognised as citizens with rights according to Indonesian law as discussed in this paper. In the context of an increasingly urbanised Indonesia, the urban poor have the most limited life chances. Public education needs to provide them the opportunity to voice their strategic concerns and to make a contribution to making policy recommendations to promote social justice. Public education also needs to educate the public in general about the need to provide protection and not exploitation of the urban and the rural poor.
