Kamu kesiminde yolsuzluğu önlemek amacıyla bir çok denetim yöntemi bulunmaktadır. Ancak bunların hiç birisi gizli olarak gerçekleştirilen yolsuzlukların ortaya çıkarılmasında tam olarak etkili olamamaktadır. Denetimler sonradan yapıldığı için de kamu kaynaklarının israf olmasının önüne geçememektedir. Bu çalışmanın amacı, kamu kesiminde yolsuzluk yapacakların caydırılması ve yapılmış olan yolsuzlukların ortaya çıkarılmasında etkili bir araç olan ihbarcılık kurumunu yönetsel etik yaklaşımı çerçevesinde ele almaktır. Bu bağlamda çalışmada ihbarcılık konusu kavramsal düzeyde ele alınmış, ülkemizde ihbarcılığa ilişkin düzenlemeler ile iç denetim ve ihbarcılık ilişkisi incelenmiştir.
There are many ways to prevent corruption in the public sector. But none of these can be fully effective in the discovery of secretly committed corruption. The controls are carried out later, and the public resources are not wasted. The aim of this study is to address the information agency, which is an effective tool in the detection of corruption in the public sector, in the framework of the administrative ethical approach. In this context, the subject of the reporting has been discussed on a conceptual level, the regulations relating to the reporting and the internal control and the reporting relationship in our country have been studied.
There are many control methods in order to prevent corruption in the public sector. However, none of these can be fully effective in revealing the corruption committed in secret. Since the inspections are carried out afterwards, it cannot prevent the waste of public resources. The aim of this study is to discuss the whistleblowing institution, which is an effective tool in deterring those who will commit corruption in the public sector and revealing the corruption, within the framework of administrative ethics approach. In this context, the subject of whistleblowing is discussed at a conceptual level, the regulations of whistleblowing in Turkey are examined and the relations between internal control and whistleblowing are revealed.
