For the first time in 1963 usage of the concept of public diplomacy began in the United States. In 2000s as a conceptual and institutional value in Turkey has started to be effective. In this context, many institutions including official, semi-official, publicly supported and civil institutions have been established, and have continued to operate in many areas ranging from technical supports to humanitarian aid, cultural activities and religious services. The constitutional amendment made on 17 April 2017 and the Turkish Public Diplomacy constitution, which was published by the Presidential Decrees, were also affected legally. While the Prime Minister's office was abolished after the constitutional amendment, the legal status and hierarchical top of many institutions affiliated to the Prime Ministry were changed. In addition, the Decree and many public diplomacy institutions have ceased to work and have started to operate in some new institutions such as Presidency Directorate of Communications and Public Diplomacy Department.
