Abstract : Poverty is one of the biggest social problems of the world today and it is one of the leading problems that both developed and underdeveloped countries face. There is not a clear definition of poverty that is accepted by everyone in the literature and it is defined in different ways depending on place and time. The phenomenon of poverty which can be defined as not having opportunities to get basic needs and minimum living standards is both intertwined and in interaction with the concepts of unemployment, deprivation, discrimination, and social exclusion. The struggle against poverty requires a multidimensional effort; therefore economic and social policies should be in coordination with each other. In this study the phenomenon and concept of poverty and its elements are evaluated.
