Günümüz dünyasında giderek artan rekabet ortamında ülkeler, daha az maliyet ile daha verimli ve getirisi yüksek işler yapabilmek için, maliyet kalemleri içerisinde önemli bir yeri olan lojistik sektörüne odaklanmışlardır. Başarılı olmak ve ekonomik kazanç sağlamak amacıyla lojistik maliyetlerini azaltacak ve bu alanda etkin rol oynamalarını sağlayacak çalışmalar yapmaya başlamışlardır. Lojistik sektörüne verilen önemin bu denli artması ile birlikte ülkelerin bu alandaki performans seviyelerinin net bir biçimde görülebilmesi ihtiyacı doğmuştur ve lojistik performans ölçümü gerekli hale gelmiştir. Bu kapsamda birçok indeks geliştirilerek ölçümler yapılmıştır. Bu ölçümlerden bir tanesi Dünya Bankası’nın yapmış olduğu Lojistik Performans İndeksi (LPI)’dır. Yapılan bu makale çalışmasında lojistik performans konusuna odaklanılmıştır. Lojistik performans ölçümü için çok kriterli karar verme yöntemleri (ÇKKV) kullanılmıştır. Bu problem için bulanık yöntemlerin bütünleşik olarak kullanılması tercih edilmiştir. “Bulanık AHP” (BAHP) ve “Bulanık TOPSIS” yöntemleri bütünleşik şekilde kullanılarak, belirlenen ülkeler lojistik performanslarına göre sıralanmıştır.
In today’s world, in an increasingly competitive environment, countries have focused on the logistics industry, which is an important place in the cost pen, to be able to do more efficient and more efficient jobs with less cost and high revenue. In order to succeed and provide economic profits, they have begun to work to reduce their logistics costs and ensure that they play an effective role in this field. With this increased importance of the logistics sector, the need for countries to see the performance levels in this field clearly has emerged and the logistics performance measurement has become necessary. In this context, many indicators have been developed. One of these measurements is the World Bank’s Logistic Performance Index (LPI). This article focuses on logistics performance. Multi-criteria decision-making methods (MCCV) are used for the logistic performance measurement. It is preferable to integrate modest methods for this problem. The methods "Bulanik AHP" (BAHP) and "Bulanik TOPSIS" are integrated, and the specific countries are ranked according to their logistics performance.
