Göç insanoğlunun yaşadığı mekânı çeşitli sebepler dolayısıyla terk etmesidir. Mevsimlik gezici tarım işçiliği göçü ise hem nedenleri hem de etkileri bakımında çok boyutlu nitelikler taşımaktadır. Türkiye’de her yıl binlerce aile tarımsal faaliyetlerin yoğun olarak yapıldığı dönemlerde çalışmak amacıyla, yaşadıkları mekânları terk ederek farklı mekânlara göç etmektedirler. Mevsimlik gezici tarım işçisi olarak adlandırılan bu kitlelerin çalışmaya gittikleri yerlerde ulaşım, barınma, çalışma, sağlık ve eğitim gibi konularda bir takım sorunlar yaşamaktadırlar. Mevsimlik gezici tarım işçilerinin yaşadıkları bu sorunları asgariye indirebilmek amacıyla ilgili bakanlıklar tarafından eylem planları ve projeler hazırlanmıştır. Bunlardan ilki 2010 yılında ikincisi ise 2017 yılında hazırlanarak uygulanmaya başlanmıştır. Bu eylem planları ve projeler kısaca METİP (Mevsimlik Gezici Tarım İşçilerinin Çalışma ve Yaşam Koşullarının İyileştirilmesi projesi) olarak adlandırılmaktadır. Bu eylem planlarında ve projelerde; mevsimlik gezici tarım işçisi çalışanlarının terk ettikleri daimi yaşam alanlarından başlayarak geri dönmelerine kadar geçen süre içerisinde tüm kamu birimlerinin eşgüdümlü çalışması gerekliliği belirtilmektedir. Ayrıca ilgili kamu birimlerinin özellikle hangi konularda nasıl adımlar atması gerektiğinin yol haritası çizilmektedir. Çalışma kapsamında Türkiye’de mevsimlik gezici tarım işçilerinin yoğun olarak faaliyette bulunduğu Adana ili araştırma sahası olarak seçilmiştir. Adana ili yılın hemen hemen her döneminde tarımsal faaliyetlerin yoğun olarak yapıldığı bir ildir. Bu nedenle Türkiye’de en fazla tarım işçisi göçü alan illerden bir tanesidir. Bu çalışmada; Adana ilinde uygulanan METİP eylem planlarının ve projelerinin mevsimlik gezici tarım işçilerinin sorunlarının çözümünde yeterliliği araştırılmış ve tartışılmıştır.
The immigration is the place where the human being lives for various reasons. The seasonal travel agricultural labor migration carries many dimensional qualities in terms of both causes and effects. Thousands of families in Turkey migrate to different places each year to work in the periods where agricultural activities are intensely carried out, leaving the places they live. These masses, called seasonal travel agricultural workers, are experiencing a number of issues in the areas where they go to work, such as transport, housing, work, health and education. Actions plans and projects have been prepared by the relevant ministries in order to minimize these problems that travelling agricultural workers experience. The first of these was in 2010 and the second was prepared in 2017. These action plans and projects are briefly referred to as METIP (Project for the Improvement of Work and Living Conditions of Seasonal Travel Farm Workers). These action plans and projects indicate the need for coherent work of all public units within the period of time that the seasonal travel agricultural workers work from the permanent living areas they left until they return. It is also drawn up a road map of how the relevant public units should take steps in particular in which matters. In the framework of the study, Adana was selected as a research field where seasonal travel farm workers in Turkey are actively involved. It is a region where agricultural activities are done intensely in almost every period of the year. It is one of the countries with the highest number of agricultural workers in Turkey. In this study; the competence of the METIP action plans and projects implemented in Adana province in solving the problems of seasonal travel agricultural workers was investigated and discussed.

Every year, thousands of families in Turkey leave their places of residence and migrate to different places in order to work in periods when agricultural activities are intense. These masses, called seasonal migratory agricultural workers, experience some problems in the places they go to work, such as transportation, accommodation, work, health and education. In order to minimize these problems experienced by seasonal migratory agricultural workers, action plans and projects have been prepared by the relevant ministries. The first of these was prepared in 2010 and the second was prepared and started to be implemented in 2017. These action plans and projects are called METİP (Improvement of Working and Living Conditions of Seasonal Migratory Agricultural Workers Project). In these action plans and projects; from the moment that seasonal migratory agricultural workers leave their permanent place it is stated that all public units should work in coordination from the beginning until their return. In addition, a road map is drawn for which steps should be taken by the relevant public units, especially on which subjects. Within the scope of the study, Adana province, where seasonal migratory agricultural workers are intensively active in Turkey, was chosen as the research area. Adana province is a province where agricultural activities are carried out intensively in almost every period of the year. For this reason, it is one of the provinces that receives the highest number of agricultural worker migration in Turkey. In this study; The adequacy of the METIP action plans and projects implemented in Adana province in solving the problems of seasonal migratory agricultural workers has been researched and discussed.
