Abstract:

Comparison is a method of comparing two or more things with each other. The purpose in comparison is to show similarities or differences, as well as to explain, persuade or provide information. Each country has its own educational system. When countries face a problem in their educational systems, they investigate how other countries solve those problems. These research efforts have brought comparative education research and work to the forefront. Comparative education is not a word word application of the methods other countries use in solving problems, but each country tries to find a solution around a strategy for itself. Therefore, this study was carried out with the aim of exploring how the historic development stages, organizational structures and administrative functions of Japan and the French educational systems are structured, what are similar and different aspects. In the research, the quality data collection techniques used document analysis from many sources related to the subject, the legislation related to the secondary education systems of the two countries, the information of the internet network, the thesis, the book, the magazine, the paper, and printed scientific studies. The purpose of this study is to identify the characteristics, similarities and differences in terms of the objectives of the Japanese and French educational systems, the findings have been interpreted and many recommendations have been made.
