Abstract:

Günümüzde bütün siyasal sistemler demokrasi kavramı ile siyasal ve toplumsal meşruiyet sağlama arayışı içerisindedir. Bu arayışlar kapsamında ülke yönetiminin demokratikleştirilmesi sürecinde yerel yönetimler, yerel demokrasinin uygulama alanı olarak ön plana çıkmaktadır. Yerel demokrasinin kaynağı ortaçağ kent yönetimleridir. Ortaçağ kent yönetimleri, günümüz demokratik yerel yönetim geleneğinin gelişiminde en önemli kilometre taşlarından biridir. Ortaçağ kent yönetimleri komün ortaçağ boyunca yerel özgürlüklerin, daha sonra da ayrıcalıklı belediyelerin savunucusu olmuştur. Bu yönü ile komünler yerel demokrasinin kaynağı olarak görülürler
