The personnel of town municipalities and special provincial administrations whose legal entities were abolished in metropolitan cities, have been transferred to metropolitan municipalities, district municipalities and related administrations within the context of the Metropolitan Municipality Law No. 6360. Factors such as the number of personnel transferred, the size and diversity of the transfer area have caused some problems and difficulties in terms of both the transferring institutions and the transferred personnel. In this study, it was investigated what kind of problems arise at the end of the personnel transfer process and what effects they have on the transferred personnel and institutions through the example of Trabzon, which is one of the metropolitan cities with the latest legal regulation. In the light of the findings obtained, it was seen that this process both caused financial, social and psychological grievances on the transferred personnel and caused negative effects such as loss of labor and productivity, the presence of idle personnel and the waste of state resources. Case study method was used in the study. Qualitative data collection techniques including document review and interview data were used as data collection methods.
