Bu araştırmada, 10 Kasım 2017 tarihinde yayımlanan Rehberlik Hizmetleri Yönetmeliği’nin psikolojik danışmanların bakış açısından incelenmesi amaçlanmıştır. Araştırma, nitel araştırma yöntemlerinden olgubilim deseniyle tasarlanmıştır. Araştırmada veriler, Gaziantep ili, Şahinbey ve Şehitkâmil merkez ilçelerinde, MEB’e bağlı farklı sosyoekonomik bölgelerde yer alan okulların farklı kademelerinde görev yapan 40 psikolojik danışmana (29 kadın, 11 erkek) yarı yapılandırılmış görüşme formu uygulanarak elde edilmiştir. Çalışma grubunun belirlenmesinde amaçlı örneklem yöntemlerinden biri olan maksimum örneklemeden yararlanılmıştır. Görüşmeler sonucunda elde edilen veriler içerik analizi ile çözümlenmiştir. İki araştırmacı tarafından kodlayıcı güvenirliği test edilerek güvenirlik kat sayısı .82 bulunmuştur. Araştırma bulguları çoğu psikolojik danışmanın Rehberlik Hizmetleri Yönetmeliği’nden memnun olmadığını göstermektedir. Zorunlu görev tanımları nedeniyle her işe koşturulduklarını ifade eden psikolojik danışmanlar, mesleki görev tanımının net olmaması ve mesleğe gereken önemin verilmemesi nedeniyle yeterli düzeyde mesleki doyum elde edemediklerini belirtmişlerdir. Kimi psikolojik danışmanlar meslek değiştirmeyi düşünürken, kimileri de mesleği gerektiği gibi icra ederek yönetmeliğin psikolojik danışmanlar üzerindeki olumsuz etkisiyle baş etmeye çalıştıklarını ifade etmiştir. Ayrıca psikolojik danışma kavramının yönetmelikten kaldırılmasını mesleğin içinin boşaltılması olarak değerlendiren bazı katılımcılar, psikolojik danışma ve rehberlik mesleğinin değersizleştirilerek alan dışı atamalara zemin hazırlandığını dile getirmişlerdir. Çoğu psikolojik danışman, yönetmeliğin yeniden değiştirilmesi, en azından eski haline döndürülmesi konusunda hemfikirdir. Yönetmeliğin yeniden düzenlenmesi hususunda psikolojik danışma ve rehberlik alanında görev yapan psikolojik danışmanlara, uzmanlara ve akademisyenlere danışılması psikolojik danışmanların önerileri arasında yer almaktadır.
This study aims to examine the Guidelines Services Regulations published on 10 November 2017 from the point of view of psychological consultants. The research is designed by the methods of quality research. In the study, the data were obtained by applying a semi-configured conversation form to 40 psychological consultants (29 women, 11 men) working in different stages of schools located in the different socio-economic regions associated with MEB in the central districts of Gaziantep, Şahinbey and Şehitkâmil. The maximum sampling is used for the determination of the study group, which is one of the target sampling methods. The results of the discussions were analyzed by content analysis. The number of reliability drops tested by two researchers by the coder reliability. 82 was found. Research findings show that most psychiatric consultants are not satisfied with the Guidance Services Regulations. Psychological consultants who expressed that they were engaged in every job due to their mandatory definitions have stated that they have not achieved a sufficient level of professional satisfaction due to the lack of clear definition of the professional task and the lack of the necessary importance given to the profession. While some psychological consultants think about changing the profession, some have said they are trying to deal with the negative effects of the regulations on psychological consultants by performing the profession as needed. Also, some participants who considered the removal of the concept of psychological consulting from the regulations as a discharge of the profession, said that the profession of psychological consulting and guidance was underestimated and the ground was prepared for out-of-the-country assignments. Most psychological consultants agree on the re-reform of the regulations, at least returning to the old. The consultation of psychological consultants, experts and academics who work in the field of psychological consulting and guidance on the restructuring of the regulations is among the recommendations of psychological consultants.
The purpose of this study is to analyze the Guidance Services Regulation published on 10 November 2017 from the perspective of psychological counselors. The research was designed with the phenomenological pattern of qualitative research methods. The data were obtained by applying semi-structured interview form to 40 psychological counselors (29 females, 11 males), they work in different grades, different schools adhere to Ministry of Education which is situated various socioeconomic regions in central districts of Şahinbey and Şehitkamil, Gaziantep province. Maximum sampling, one of the purposeful sampling methods, was used in the determination of the study group. Content analysis method is used to analyze data that determined by interviews. Coder reliability was tested by two researchers and the reliability coefficient was .82. Research findings show that most psychological counselors are not satisfied with the Guidance Services Regulation. Psychological counselors, who stated that they were assigned to every job because of their mandatory job descriptions, stated that they could not get enough professional satisfaction because the job definition was not clear and the profession was not given the necessary importance. Most psychological counselors agree that the regulation should be revised and at least reinstated.
