Almanya’nın Osmanlı coğrafyasında sağlık alanındaki yatırımları, Alman kültür nüfuzunu Türkiye’de güçlendirme politikasının sonuçlarından biridir. Bu çerçevede BerlinBağdat demiryolu güzergahında bulunan kentler ile önemli liman kentlerinde hastane ve tıbbi araştırma enstitülerinin açılması gündeme gelmiştir. 19. Yüzyılın sonlarında askeri ve iktisadi yönde gelişmeye başlayan Türk-Alman ilişkileri, 20. Yüzyılın başlarından itibaren kültürel sahada da kendini göstermeye başlamıştır. I. Dünya Savaşı’nın başlaması bir yandan hastanelere duyulan ihtiyacı arttırmış, diğer yandan askeri harcamalar yüzünden diğer sahalara bütçe ayrılamamasına sebep olmuştur. Bu çerçevede, İzmir’de açılması planlanan Alman hastanesi ve enfeksiyon hastalıklarını araştırma enstitüsü, savaş sırasında bir an önce hayata geçirilmek istenip de bütçe darlığı yüzünden bir türlü açılamayan sağlık projelerinden biri olarak tarihe girmiştir. Dr. Rodenwaldt’ın öncülüğünde başlatılan hastane kurma girişimlerine Alman Büyükelçiliği ile dışişleri bakanlığı destek vermekle beraber, Alman hazine bakanlığının kaynak ayırmaması sonucunda proje askıya alınmıştır. Sonradan devreye giren Alman-Türk Cemiyeti, projeye bağış yoluyla destek sağlamaya çalışmış, ancak bu sefer de Türkiye’de, kapitülasyonları çağrıştıracak herhangi bir yatırıma karşı oldukça hassas davranan çevrelerin direnci ile karşılaşılmıştır. Nihayetinde projenin Aydın vilayetine bağlı yürütülmesi görüşü ağırlık kazanmış, ancak Almanya buna sıcak bakmamıştır. Bütün uğraşısına rağmen Dr. Rodenwaldt’ın kişisel çabaları sonuç vermemiş, karşılaşılan engeller sonucunda, İzmir’de bir Alman hastanesi ve enfeksiyon hastalıkları araştırma enstitüsü kurma çalışmaları sonuçsuz kalmıştır. Bu makalede, Alman arşiv belgeleri ışığında, savaş yıllarında İzmir’de kurulması planlanan Alman hastanesi için harcanan çabalar ve arka planda yaşanan olaylar ortaya konmaya çalışılmıştır.
Germany’s investment in the healthcare sector in the Ottoman geography is a result of Germany’s policy on strengthening its cultural influence in Turkey. In this context, the opening of hospitals and medical research institutes in the cities on the Berlin-Baghdad railway route and in the important port cities have become a topic of discussion. Turkish-German relations, which began to develop in military and economic areas in the late 19th century, began to improve also in the cultural field since the beginning of the 20th century. The outbreak of World War I increased the need for hospitals on the one hand, and on the other hand it caused a lack of budget for other fields due to military expenditure. In this context, the German Hospital and Infectious Diseases Research Institute, which is planned to be opened in Izmir, has become a footnote in history as one of the health projects that could not be opened due to the lack of budget. Although the German Embassy and the Ministry of Foreign Affairs supported the efforts to establish a hospital under the leadership of Dr. Rodenwaldt, the project was suspended due to the lack of funding from the German Treasury Ministry. The GermanTurkish Society that was involved subsequently has tried to provide support through donations to the project, but this time in Turkey, it was faced with resistance from the groups who were acting very sensitive to any investment that would have been suggestive of capitulation. In the end, the idea of conducting the project under the constituency of Aydin province became favourable, but Germany did not consider the idea appealing. Despite all his efforts, Dr. Rodenwaldt’s personal efforts have not achieved any results, and as a result of the obstacles, the efforts to establish a German hospital and an infectious diseases research institut in Izmir have failed. In this article, in the light of the German archival documents, the efforts made for the German hospital which was planned to be established in Izmir during the war years and the events in the background were tried to be put forward.
