In this study, the manuscript works on Islamic fiqh in Ziya Bey Manuscript Library have been classified in a systematic way. The printed works have been specified in a list. Ziya Bey Manuscript Library is located in Sivas. Ziya Bey who is the founder of the library, was born in 1869 (the hegira calendar 1284) Sivas. Ziya Bey served as civil servant in Ottoman period. Ziya Bey, who had been deputy in Ottoman period, was elected deputy on the 23 April in 1920. He participated in Erzurum Congress as a delegate of Sivas central sanjack (distict) . He served in Turkish Grand National Assembly for seven terms. He took “ BAŞARA” surname in 1934 surname act. He passed away in 1943. Yusuf Ziya Bey built Ziya Bey Manuscript Library in 1908. The number of the books in the library was about 3000 in Ziya Bey Period. The 1040 books of them are manuscript, 8088 of them are printed. The721 manuscript works are in Arabic, 52 of them in Persian and 267 of them are in Turkish language. Some of the books are on basic Islamic sciences, Arabic language, tafsir, hadith, kalam, and on humanities such as history, geography, physics, chemistry, medicine. There are also some periodicals. There are up to date periodicals. There are more than 10.000 books in the new books section. There are also books in German, English and French. The library was nationalized in 1980 and brought into service on the 16 April of 1985.
