Kentlerde bireylerin açık ve yeşil alanlardan eşit olarak faydalanmasını öngören kapsayıcı tasarım yaklaşımı, erişilebilirliğin sağlanması için değerlendirilmesi gereken önemli bir konudur. Günümüzde kentlerde araç kullanımının artması, toplu taşıma kullanımlarının ve yürünebilirliğin azalması nedeniyle, erişilebilirlikle ilgili sorunlar ortaya çıkmaktadır. Kentlerde ortaya çıkan bu sorunları çözümleyebilmek için erişilebilirliği destekleyen kapsayıcı tasarım kriterlerinin farklı örneklemlerde karşılaştırmalı olarak irdelenmesine ihtiyaç vardır. Erişilebilirliğin değerlendirilmesine yönelik tasarım kriterlerinin geliştirildiği pratik bir model üretilmesi kentlerin sürdürülebilirliği için önemlidir. Bu araştırmanın amacı, Çankırı kentinde kapsayıcı tasarım kriterlerini değerlendirerek erişilebilirlik durumunu analiz etmek ve bu kapsamdaki sorunları ortaya koyarak öneriler geliştirmektir. Çalışma alanı olarak kentin yoğun kullanıma sahip kamusal alanlarının yer aldığı Çankırı kent merkezi seçilmiştir. Araştırmanın ilk aşamasında mekân dizimi (space syntax) yöntemiyle alanın fiziksel erişilebilirlik durumu analiz edilmiştir. İkinci aşamada kapsayıcılık anlayışının mekânsal parametreleri olarak sınıflandırılan bazı çoklu kentsel tasarım kriterleri gözlem ve arazi çalışmasına dayalı bir analiz aracılığı ile değerlendirilmiştir. Sonuçta, Çankırı kent merkezinin fiziksel erişilebilirliği destekleyen gridal sistem dokusuna sahip olduğu saptanmış olsa da mekânsal kaliteyi gösteren kapsayıcı tasarım kriterlerine dair eksikler nedeniyle erişilebilirlik kapasitesinin düştüğü ortaya çıkmıştır. Araştırma sonunda kentte kapsayıcı tasarım kriterlerindeki sorunlara yönelik öneriler geliştirilmiştir. Elde edilen araştırma sonuçlarının diğer kentlerde de değerlendirilmesi ve geliştirilmesi gelecekte ortaya çıkan sorunların çözümüne ve yerel bilgi havuzuna katkı sağlayacaktır.
The comprehensive design approach, which provides for individuals to equally benefit from open and green spaces in cities, is an important subject to be assessed to ensure accessibility. Nowadays, the increased use of vehicles in cities, the reduced use of public transportation and the reduced trailability, the accessibility issues arise. In order to resolve these problems that arise in cities, it is necessary to compare the criteria of comprehensive design that support accessibility in different samples. The production of a practical model where the design criteria for the assessment of availability are developed is important for the sustainability of cities. The purpose of this research is to analyze the availability status by evaluating the comprehensive design criteria in the city of Chankırı and develop suggestions by exposing the problems in this scope. As a work area, the city's public areas with intense use are located in the Chankırı city center. In the first phase of the study, the state of physical accessibility of the space was analyzed by the method of space syntax. In the second phase, some multi-city design criteria classified as spatial parameters of the concept of capability were evaluated through an analysis based on observation and landwork. After all, it has been found that the Chankırı city center has a grid system tissue that supports physical accessibility, but it has been revealed that accessibility capacity has decreased due to the lack of comprehensive design criteria that show spatial quality. At the end of the research, recommendations for problems in the city’s comprehensive design criteria were developed. The evaluation and development of the achieved research results in other cities will contribute to the solution of future problems and the local information pool.
The inclusive design approach, which requires individuals to use open and green spaces equally, is an important issue that should be evaluated in order to provide accessibility. Nowadays, accessibility problems are arising due to the increased vehicle use and decreased in public transpotation uses and walkability in cities. In order to solve these problems in cities, the inclusive design aproach needs to be examined comparatively in different city samples. Producing a practical model in which design criteria for evaluating accessibility are developed is important for the sustainability of cities. The purpose of this research is to analyze the accessibility by evaluating the inclusive design criteria and to develop proposals by revealing the problems in the city of Çankırı. Çankırı city center is chosen as study area, where the intensely used public spaces are located. In the first stage of the research, the physical accessibility of the area was analyzed using the space syntax method. In the second stage, some of the multiple urban design criteria classified as the spatial parameters of the inclusivity concept were evaluated through an analysis based on observation and field study. As a result, although it was determined that Çankırı city center has a gridal system texture that supports physical accessibility, it was revealed that the accessibility capacity decreased due to the deficiencies in the inclusive design criteria indicating the quality of space. The last part of the research, suggestions were developed for the problems related with inclusive design criteria in the city. The evaluation and development of obtained research results in other cities will contribute to the solution of future problems and the local data.
