Abstract:

Bölge kalkınma ajanslarının, ülkelerin öncelikli sorunlarından olan bölgeler arası eşitsizlikleri azaltmak, büyüme ve gelişmeyi sağlamak ve böylece ulusal kalkınmayı desteklemek gibi önemli misyonları vardır. Bu görevlerin ekonomik, verimli ve etkili bir şekilde yerine getirilebilmesi için ajansın sahip olduğu maddi ve maddi olmayan tüm kaynaklar oldukça önemlidir. Ancak yapılan çalışmalar, örgütler için maddi olmayan kaynakların niteliğinin daha önemli olduğunu ortaya koymuştur. Maddi olmayan kaynakların en değerlisi ise çalışanlardır. Günümüzde insan kaynağının niteliğinin artmasıyla örgütün performansının artacağı bilinmektedir. İnsan kaynağının niteliğinin artması ise doğru işe alım, eğitim ve geliştirme ile mümkündür. Kalkınma ajanslarının insan kaynağına yaptığı eğitim ve geliştirme yatırımı, hizmet verdikleri bölgenin ve topyekûn tüm ülkenin büyüme ve gelişme hedefine katkı sağlamaktadır. Bu bağlamda, çalışmanın amacı bölgesel kalkınmanın sağlanmasında önemli bir yere sahip olan kalkınma ajansları tarafından sunulan hizmetlerin kalitesinin arttırılması için insan kaynağını nasıl eğittiğini ve geliştirdiğini anlamaktır. Çalışmanın ana sorusu “Kalkınma ajansları insan kaynaklarının eğitimi ve geliştirilmesi için ne yapmaktadır? sorusudur. Bu bağlamda, İpekyolu ve Dicle Kalkınma ajanslarının insan kaynaklarını eğitme ve geliştirme uygulamaları incelenmiş ve değerlendirilmiştir. Araştırma, nitel yaklaşım yöntemlerinden durum çalışması (bütüncül çoklu durum deseni) ile gerçekleştirilmiştir. Bulgulara, yapılandırılmış yüz yüze görüşme verileri ve ajansın internet sitesinden elde edilen doküman verilerinden faydalanılarak ulaşılmıştır. Verilerin betimsel analizi ile elde edilen bulgulara göre ajanslar mevzuatın çizdiği çerçeve dâhilinde, eğitime ve çalışanların motivasyonuna önem veren, kendilerini geliştirmeleri için destek olan, onlara çeşitli yol ve yöntemlerle eğitim almaları konusunda imkânlar sağlayan bir politika izlemektedir. Geliştirme uygulamaları ise yeterli seviyede değildir. Bununla birlikte ajansların insan kaynaklarının eğitimi ve geliştirilmesinde birçok kamu kurumuna kıyasla daha sistematik ve istekli çalıştığı söylenebilir.

Regional development agencies have important missions such as reducing, ensuring growth and development, and thus supporting national development, which is the priority of countries. All the material and non-material resources that the agency possesses are extremely important to ensure that these tasks can be performed economically, efficiently and effectively. However, studies have shown that the quality of non-material resources is more important for organizations. The most valuable resources are the workers. It is known today that the quality of human resources will increase with the performance of the organization. The improvement of the quality of human resources is possible by proper recruitment, education and development. The education and development investments by development agencies in human resources contribute to the growth and development goal of the region and the whole country in which they serve. In this context, the aim of the study is to understand how human resources are trained and developed to improve the quality of the services offered by development agencies, which have an important place in the provision of regional development. The main question of the study is "What do the development agencies do for the education and development of human resources? It is question. In this context, Ipekyolu and Dicle Development agencies’ human resources training and development practices have been studied and evaluated. The research was carried out by the study of the status from the quality approach (comprehensive multi-situation design). The findings were obtained by using structured face-to-face interviews data and documentation data obtained from the agency’s website. According to the findings obtained by the visual analysis of the data, the agencies, within the framework laid down by the legislation, follow a policy that takes attention to the training and motivation of employees, supports them to improve themselves, and provides them with opportunities to receive training in various ways and methods. The development is not at a sufficient level. However, it can be said that agencies work more systematically and willingly in the education and development of human resources than many public institutions.

All tangible and intangible resources of the agency are very important to fulfill these duties in an economical, efficient, and effective manner. However, studies conducted especially after the 1980s have revealed that the quality of intangible resources is more important for organizations. The most valuable intangible resources are employees. Nowadays, it is known that with the increase in the quality of human resources, performance of the organization will increase. Increasing the quality of human resources is possible with the correct recruitment, training, and development. The agencies’ training and development investment in human resources contribute to the growth and development of the region they serve and the country. In this context, the aim of the study is; To understand how it trains and develops human resources in order to increase the quality of services provided by development agencies, which have an important place in ensuring regional development. The main question of the study is that “What do Development Agencies do in order to train and develop human resources? In this study, human resources training and development practices of İpekyolu and Dicle Development agencies were examined and evaluated. One of the qualitative approach models named case study was used. The findings were derived from structured face-to-face interview data and document data obtained from the agency's website. According to the findings obtained by the descriptive analysis of the data; within the legislative framework, the agencies follow a policy that attaches importance to the training and motivation of employees, supports them to develop themselves, and provides them opportunities to receive training in various ways and methods. But employee development practices are not sufficient. However, it can be said that compared to many public institutions, agencies work more systematically and willingly for the training and development of human resources
