Abstract:

There have been significant changes in the sense of both legal and administrative thanks to carrying out the reforms in Turkey who deeply feel neo-liberal policies in the world in public administration domain with new public operation paradigm since 2000s. Through this evolutionary effort in the field of public administration, it is seen that notions, models, principles and techniques based on factors such as productivity, efficiency, quality and cost are used. In strategic planning, after the private sector as the most important link of the ongoing silent revolution in public administration, it started to find its place in the literature of public administration. With the effect of this paradigm change in the discipline of public administration, strategic planning studies, which is an important element used in the field of local government, is one of the areas where both academicians and practitioners work most. By examining the strategic plans between 2015-2019 of 56 metropolitans and provincial municipalities out of 81 cities in Turkey, based on their strengths, weaknesses, opportunities, and threats which encountered in their internal and external environment is tried to determine which field is the most emphasized by text mining
