Kaynakların kıtlığı, ülkelerin istikrarlı büyümeyi yakalamalarında yeniliğe adapte olmalarını zorunlu kılmaktadır. Yeniliğin kaynağı ise araştırma geliştirme faaliyetleridir. Bu çalışmanın amacı araştırma geliştirmenin etkinliğinin belirleyicilerini ortaya koymaktır. Araştırmada 16 OECD ülkesine ait 1996-2014 dönemi verileri kullanılmıştır. İlk olarak araştırma geliştirmenin etkinlik değerleri Veri Zarflama Analizi Yöntemi ile hesaplanmıştır. Daha sonra araştırma geliştirmenin etkinliğinin belirleyicisi olduğu düşülen Toplam Faktör Verimliliği elde edilmiştir. Toplam Faktör Verimliliği hesaplamalarında Malmquist Endeks Yöntemine başvurulmuştur. Araştırmanın son aşamasında araştırma geliştirmenin etkinlik değerlerinin bağımlı değişken olarak kullanıldığı Tobit Model tahmin edilmiştir. Bağımsız değişken olarak hesaplanan toplam faktör verimliliği, enerji tüketimi ve doğrudan yabancı yatırım verileri kullanılmıştır. Tobit model tahmin sonuçlarına göre toplam faktör verimliliği ve enerji tüketimi değişkenlerinin araştırma geliştirmenin etkinliği üzerinde doğru yönlü buna karşılık doğrudan yabancı yatırımların ise ters yönlü etkiye sahip olduğu tespit edilmiştir.
The lack of resources makes it compulsory for countries to adapt to innovation in capturing stable growth. The source of innovation is research development activities. The purpose of this study is to reveal the determinants of the effectiveness of research development. The study used data from 16 OECD countries from the period 1996-2014. First, the effectiveness values of research development are calculated by the Data Coverage Analysis Method. The Total Factor Efficiency was later achieved as the determiner of the effectiveness of research development. The Malmquist Index Method has been applied to the overall Factor Efficiency Calculation. In the final stage of the research, Tobit Model was predicted where the effectiveness values of research development were used as a dependent variable. The total factor efficiency, energy consumption and direct foreign investment data calculated as an independent variable have been used. According to the Tobit model forecast results, the overall factor efficiency and energy consumption variables are correct on the effectiveness of research development, while foreign direct investments have a reverse effect.

Total factor productivity calculated, energy consumption and foreign direct investment data were used as independent variable. According to Tobit model estimation results, it was determined that total factor productivity and energy consumption variables have a directed line effect on the efficiency of research and development, while foreign direct investment has a back line effect on the efficiency of research and development.
